RELATING TO AGRICULTURAL LANDS. Creates special fund administered by the Agribusiness Development Corporation (ADC). Authorizes ADC to subdivide agricultural lands and requires establishment of an agriculture subdivision code. Authorizes ADC to issue revenue bonds to acquire certain agricultural lands. Appropriation. Effective July 1, 2014.

RELATING TO IRRIGATION. Authorizes the issuance of GO bonds and appropriates funds for capital improvements to irrigation systems.

RELATING TO SOLAR ENERGY. Allows solar energy facilities to be placed within agricultural lands with soil classified as overall productivity rating class B or C if the area occupied by the solar energy facilities is also devoted to agricultural activities and requires that the solar energy facilities be decommissioned and removed within twelve months of the conclusion of operation.

RELATING TO HAWAII GOOD AGRICULTURAL PRACTICES. Establishes the Hawaii good agricultural practices program. Makes an appropriation.

RELATING TO AGRICULTURE. Limits dwellings and employee housing on agricultural land to farmers and immediate family members. Establishes standards for dwellings and employee housing on agricultural land.

RELATING TO ANIMAL CRUELTY. Prohibits the slaughtering or trafficking of dogs or cats for human consumption.

RELATING TO DOGS.. Requires individuals and entities owning, possessing, controlling, or otherwise having custody of 10 or more dogs over the age of one year and with intact sexual organs to register with the department of commerce and consumer affairs.

RELATING TO THE ANIMAL QUARANTINE SPECIAL FUND. Repeals the animal quarantine special fund. Specifies that all unexpended and unencumbered funds remaining in the animal quarantine special fund as of July 1, 2014, lapse to the general fund. Appropriates funds to continue animal quarantine services. Effective July 1, 2014.
