Your Committee on Finance, to which was referred H.B.
No. 2059, H.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO HOUSING,"
begs leave to report as follows:
The purpose of this measure is to
create more safe and affordable housing units for Hawaii residents by
allocating 50 percent of conveyance tax revenues to be paid annually into the
Rental Housing Trust Fund after June 30, 2014.
The Hawaii Housing Finance and
Development Corporation, Hawaii Catholic Conference, Community Alliance for
Mental Health, Office for Social Ministry of the Catholic Diocese of Honolulu,
PHOCUSED, Partners in Care, Hawaii Association of Realtors, Aloha United Way,
Hawaii Appleseed Center for Law and Economic Justice, Catholic Charities
Hawaii, and Helping Hands Hawaii testified in support of this measure. Chamber
of Commerce Hawaii testified in opposition to this measure. The Department of
Land and Natural Resources, Department of Budget and Finance, and Tax
Foundation of Hawaii commented on this measure.
As affirmed by the record of votes of the members of
your Committee on Finance that is attached to this report, your Committee is in
accord with the intent and purpose of H.B. No. 2059, H.D. 2, and recommends
that it pass Third Reading.
