A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE fourteenth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the following sums or so much thereof as may be necessary, and the same sums or so much thereof as may be necessary are appropriated for fiscal year 2014-2015 for the purpose of financing capital improvement projects for the fourteenth senatorial district, as follows:
1. To be expended by the department of education:
A. Aiea intermediate school
Design, construction, and equipment for expansion of band room; ground and site improvements; equipment; and appurtenances.

Equipment $ 25,000
Total funding $ 900,000
B. Aiea intermediate school
Design, construction, and equipment for an applied technology center; ground and site improvements; equipment; and appurtenances.
Design $ 300,000
Construction $2,800,000
Equipment $ 100,000
Total funding $3,200,000
C. Kalihi Uka elementary school
Installation of an electric lift for stairway to cafeteria and library.
Design $ 20,000
Construction $ 100,000
Equipment $ 200,000
Total funding $ 320,000
D. Webling elementary school
Design and construction for campus-wide electrical upgrade; ground and site improvements; equipment and appurtenances.
Design $ 250,000

E. Fern elementary school
Plans, design, and equipment for a
photovoltaic system.
Plans $ 10,000
Design $ 10,000
Equipment $ 75,000
Total funding $ 95,000
2. To be expended by the department of land and natural resources:
Kamananui (Moananlua) valley
Complete construction of Kamananui (Moanalua) valley road.
Construction $1,400,000
Total funding $1,400,000
3. To be expended by the department of human services:
A. Gulick elder center
Renovation to repair damage from water, settlement, and erosion, and to protect the facility from further deterioration.

Equipment $ 30,000
Total funding $ 340,000
B. Kalihi valley nature preserve
Plans, design, construction, and equipment for an arts, culture and community economic sustainability center at the Kalihi valley nature preserve.

Total funding $ 295,000
SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2017, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2014.
