A BILL FOR AN ACT

 

 

relating to state facilities.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the State currently incurs significant debt as a result of private facility leases needed to house various state departments.  The State currently pays $11,134,284 in lease rent per year for 470,406 square feet to house state agencies.  The legislature further finds that this debt may be reduced through the physical placement of many state departments into a single state-owned facility.  This consolidation would enable the State to reduce its future costs, reduce the physical distance between state agencies, and provide for better planning.

     The purpose of this Act is to provide funding for planning and design to develop a facility at Liliha Civic Center, on Oahu, that can accommodate a majority of state departments currently operating out of privately-owned facilities.       SECTION 2.  The director of finance is authorized to issue general obligation bonds in the sum of $15,000,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2014-2015 for the purpose of planning and design to develop a facility at Liliha Civic Center, Oahu, that can accommodate a majority of state departments currently operating out of privately-owned facilities, as follows:

     1.   Liliha Civic Center, Oahu

     SECTION 3.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2016, shall lapse as of that date.

     SECTION 4.  The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 5.  This Act shall take effect on July 1, 2014.
