A BILL FOR AN ACT
RELATING TO EDUCATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§302A- Youth risk behavior survey. (a) The department shall administer the youth risk behavior survey to students in grades six to twelve at select department schools in odd-numbered years.
(b) A student shall not be required to participate in the youth risk behavior survey if the student's parent or legal guardian submits written notification to the public school stating that the parent or legal guardian does not give permission for that student to participate in the survey."
SECTION 2. Chapter 302C, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§302C- Youth risk behavior survey. (a) Private schools shall administer the youth risk behavior survey to students in grades six to twelve in odd-numbered years.
(b) A student shall not be required to participate in the youth risk behavior survey if the student's parent or legal guardian submits written notification to the school stating that the parent or legal guardian does not give permission for that student to participate in the survey."
SECTION 3. Chapter 302D, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§302D- Youth risk behavior survey. (a) The department shall administer the youth risk behavior survey to students in grades six to twelve at each public charter school in odd-numbered years.
(b) A student shall not be required to participate in the youth risk behavior survey if the student's parent or legal guardian submits written notification to the public charter school stating that the parent or legal guardian does not give permission for that student to participate in the survey."
SECTION 4. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2014-2015 to administer the youth risk behavior survey.
The sum appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 5. New statutory material is underscored.
SECTION 6. This Act shall take effect on July 1, 2014.
