A BILL FOR AN ACT

RELATING TO EARLY LEARNING.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

     SECTION 1.  Chapter 302L, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§302L-   Public preschools at department of education and charter schools; authority to enter into agreements for use. (a)  The office shall have the authority to enter into agreements with the department of education or any public charter school under chapter 302D, to use vacant or underutilized classrooms or classrooms currently being used for preschool for public preschool classrooms statewide.

(b)  The office shall only enter into contracts or memorandums of agreement with the department of education and public charter schools for use of classrooms in schools in which there are qualified educational professionals, as determined by the office.  Priority shall be given to department of education schools and public charter schools that serve at-risk children, as defined in section 302L-1, and other targeted groups, as determined by the office.

(c)  Preschool classrooms established pursuant to this section shall be in addition to any pre-plus program established pursuant to section 302L-1.7."

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $            or so much thereof as may be necessary for fiscal year 2014-2015 for the executive office on early learning to enter into agreements with the department of education and public charter schools for use of vacant or underutilized classrooms or classrooms currently being used for preschool for use as public preschool classrooms.

     The sum appropriated shall be expended by the executive office on early learning for the purposes of this Act.

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval; provided that section 2 shall take effect on July 1, 2014.
