RELATING TO MENTAL HEALTH TREATMENT. Establishes an assisted community treatment program in lieu of the involuntary outpatient treatment program. Replaces the term "involuntary outpatient treatment" with "assisted community treatment". Makes several amendments regarding involuntary outpatient treatment procedures. (SD2)

RELATING TO ANIMALS. Permits a landlord to hold a tenant's security deposit for the purpose of paying for damages caused by a pet animal residing in the premises. Authorizes a landlord as a condition of a rental agreement to add to the security deposit an amount for a pet animal to reside in the premises; provided that no landlord shall require any additional security deposit amount for an assistance animal that is a reasonable accommodation for a tenant with a disability. Effective for rental agreements entered into on or after 11/01/2013. (SD1)

RELATING TO WAGES. Requires employers to provide employees with specific wage and employer information in employees' pay records; requires employers to maintain accurate and timely wage recordkeeping. Effective 07/01/50. (SD1)

RELATING TO TOBACCO PRODUCTS. Imposes an excise tax of an unspecified per cent of the wholesale price of any tobacco product, other than large cigars, sold by a wholesaler or dealer on and after January 1, 2014, whether or not sold at wholesale, or if not sold then at the same rate upon the use by the wholesaler or dealer. Requires the additional moneys collected under the excise tax to be deposited to the credit of the Hawaii cancer research special fund. Effective 7/1/50. (SD2)

RELATING TO HEALTH. Prohibits the sale of tobacco in any shape or form, including chewing tobacco, snuff, and electronic cigarettes, to a minor under eighteen years of age. Includes electronic cigarettes, or e-cigarettes, under the definition of tobacco or tobacco products. Requires the department of health to convene the smoking prevention among children and youth task force to develop potential legislation that addresses concerns related to advertising and product placement promoting or encouraging the purchase or use of cigarettes or other tobacco products by children and youth. Report to the legislature. Task force ceases to exist 06/30/2014. Takes effect 1/1/2050. (SD2)

RELATING TO THE LEGACY LAND CONSERVATION PROGRAM. Eliminates the requirement that state and county agencies and nonprofit land conservation organizations that receive legacy land funding must provide easements, deed restrictions, or covenants to county and federal natural resource conservation agencies. Effective 07/01/2050. (SD2)

RELATING TO PHYSICAL THERAPY. Regulates physical therapist assistants by limiting the use of certain titles and requiring licensure prior to practicing in the State. Ensures physical therapist assistants have the appropriate education and training background. Adds a physical therapist assistant to the composition of the Board of Physical Therapy of the Department of Commerce and Consumer Affairs. Appropriates funds out of the compliance resolution fund to implement the licensure of physical therapist assistants. Effective 7/01/2050. (SD2)

RELATING TO THE DIETITIAN LICENSURE SPECIAL FUND. Authorizes the Department of Health to expend fees from the Dietitian Licensure Special Fund to offset the expenses incurred relating to the licensing of dietitians. Effective 7/1/2050. (SD1)

RELATING TO PEDIATRIC DENTAL HEALTH COVERAGE. Requires the Hawaii health connector to ensure that all individuals under age nineteen purchase Federal Act essential benefits including pediatric dental coverage under a health plan. Effective 07/01/2050. (SD2)
