RELATING TO THE HAWAIIAN HOMES COMMISSION. Allows the Hawaiian homes commission or the department of Hawaiian home lands to retain independent legal counsel as needed. Authorizes the Hawaiian homes commission and the department of Hawaiian home lands to use the services of the attorney general as needed and when the interests of the State, Hawaiian homes commission, and department of Hawaiian home lands are aligned. Provides that funds paid to independent legal counsel shall be paid by the State. Takes effect 7/1/2050. (SD1)

RELATING TO TAXATION. Deems transfers of controlling interest in entities holding interests in real property within the State subject to the conveyance tax. Effective 07/01/2050. (SD2)

RELATING TO FIRE PROTECTION. Clarifies the authority of the county fire chiefs to examine building plans and documentation to ensure that they are in compliance with the fire code and fire and life safety standards. Requires the issuance of permits before work may begin. Effective 1/1/2050. (SD2)

Amends the Uniform Controlled Substances Act in Chapter 329, Hawaii Revised Statutes, by adding definitions consistent with federal law, clarifying the conditions for electronic transmittal of prescriptions, and adding and clarifying violations of prohibited acts.
