RELATING TO FILM AND DIGITAL MEDIA INDUSTRY DEVELOPMENT. Extends the motion picture, digital media, and film production income tax credit from 01/01/2016 to 01/01/2023. Repeals the credit ceiling per qualified production. Changes the credit amount from 15% to an unspecified amount in a county with a population over 700,000, and from 20% to an unspecified amount in a county with a population of 700,000 or less. Creates a tax credit for media infrastructure projects in West Oahu or the most populous island in a county with a population of 100,000 to 175,000, from 07/01/13 to 01/01/16. Provides for recapture of the media infrastructure project tax credit. Establishes a special fund for management of media infrastructure project tax credits and related programs. Requires analysis and reporting by DOTAX on the effectiveness of the media infrastructure project tax credit. Effective 07/01/2050. (SD2)

RELATING TO TELEMEDICINE. Exempts from licensing requirement to practice medicine in the State any commissioned medical officer or commissioned or civilian behavioral health professional employed by the U.S. Department of Defense, who is credentialed by Tripler Army Medical Center, while providing direct telemedicine support or services to neighbor island beneficiaries within a Hawaii national guard armory on the island of Kauai, Hawaii, Molokai, or Maui. Specifies that those civilian behavioral health professionals employed by the United States Department of Defense and who are credentialed by Tripler Army Medical Center must also be otherwise licensed as marriage and family therapists under chapter 451J, HRS, mental health counselors under chapter 453D, HRS, or psychologists under chapter 465, HRS. RELATING TO DIGITAL MEDIA INFRASTRUCTURE. Establishes a media infrastructure project tax credit for qualified media infrastructure projects in West Oahu or on the most populous island in a county with a population between 100,000 and 175,000. RELATING TO HOLIDAYS. Establishes January 30 of each year as "Fred Korematsu Day" to celebrate, honor, raise awareness, and educate about Fred Korematsu and his commitment to preserving civil liberties.

RELATING TO THE TRICARE PROGRAM. Extends the general excise tax exclusion for amounts received by a managed care support contractor of the TRICARE program for the actual cost or advancement to third-party health care providers pursuant to a contract with the United States. RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING. Establishes qualifications for "nonresident military spouses" eligible for expedited procedures for professional and vocational licensing by endorsement or reciprocity, and temporary licensing. Establishes requirements for nonresident military spouses to maintain licenses and requires reporting of changes in status or circumstances that may affect licensure. (SD1)

RELATING TO ECONOMIC DEVELOPMENT. Establishes the system‑wide, statewide academy for creative media to award certificates and degrees emphasizing narrative storytelling through a unique program in indigenous filmmaking. Makes an appropriation. Effective 7/1/50. (SD2)
