RELATING TO ECONOMIC DEVELOPMENT. Repeals chapter 171C, HRS, relating to the PLDC. Deposits funds appropriated to the DLNR, pursuant to Act 55, Session Laws of Hawaii 2011, into the land conservation fund. Deposits proceeds in the stadium facilities special fund and the school facilities special fund into the general fund. Transfers PLDC employees and assets to the DLNR. (SD2)

RELATING TO USE OF FORCE BY PERSONS WITH SPECIAL RESPONSIBILITY FOR CARE, DISCIPLINE, OR SAFETY OF OTHERS. Establishes a rebuttable presumption for specified types of physical force used to discipline minors that are presumed unjustifiable for purposes of responding to charges of use of force by a parent, guardian, or other person responsible for the care and supervision of a minor without due regard to certain factors. Effective 07/01/50. (SD1)

RELATING TO THE HAWAII LABOR RELATIONS BOARD. Authorizes the governor to appoint an acting member of the Hawaii labor relations board if a regular member is temporarily recused. Clarifies that an acting member shall be appointed for the case in which the recusal occurred, and that the acting member's appointment shall terminate when the final decision is filed or the case is withdrawn. (SD1)

RELATING TO THE ACCESS HAWAII COMMITTEE. Designates the chief information officer or the chief information officer's designee to serve on and chair the access Hawaii committee. Requires the access Hawaii committee to include the portal manager's financial reports in its annual report to the legislature. (SD1).

RELATING TO REGISTRATION OF COVERED OFFENDERS. Adds comparable foreign convictions and tribal convictions to covered offenses; makes offenders who are subject to sex offender registration or notification in their jurisdiction of conviction, covered offenders under Hawaii law; makes it clear that a covered offender must register and report the offender's permanent residence, current temporary residence, or if an address is not available, a description of the place or area in which the covered offender resides; amends the definition of "conviction" in section 846E-1, Hawaii Revised Statutes, to clarify that conviction, for purposes of sex offender registration, occurs on the date judgment is entered; creates a tier classification for any covered sexual offenses that are not clearly included within the current tier classification law; addresses the problem of covered offenders who do not have registered residences to which the post office can deliver mail and cannot receive the ninety-day verification mailings by requiring these offenders to report in person during the first weeks of the months of January, April, July, and October; and repeals the definitions of "mental abnormality, "personality disorder," and "predatory." Makes conforming amendments. Effective 07/01/50. (SD1)

RELATING TO PRESCRIPTION DRUGS. Allows beneficiaries of prescription drug benefits providers to opt out of the requirement to purchase prescription drugs from a mail-order pharmacy and may alternatively purchase prescription drugs from a retail pharmacy. Effective July 1, 2050. (HB65 HD1)

RELATING TO THE PROTECTION OF AGRICULTURAL PRODUCTS AGAINST INVASIVE SPECIES. Requires a permit from the Department of Agriculture to import, introduce, or develop a new species of genetically engineered organism. Allows the Department after a public hearing to determine whether to grant a permit and under what conditions, if any, based on the Department's determination of the level of risk presented to agriculture, horticulture, the environment, animal, or public health. Effective July 1, 2050. (HB97 HD1)

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT DISTRICT. Establishes Hawaii Community Development Board to advise the DLNR on matters related to the restoration and management of the Hawaii Community Development District in East Hawaii. Makes an appropriation to be expended by DLNR. Effective July 1, 2013. (HB1249 HD1)

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING. Requires a licensing authority to consider in the process for licensure by endorsement or reciprocity military spouses who meet certain requirements or service members who meet certain requirements including providing retirement, separation, or discharge documentation. Requires the service member to have been discharged within the last two years. Excludes doctors, dentists, and certified public accountants. Effective July 1, 2050. (HB1381 HD1)
