Mandates a financial and management audit of the administration of the Department of Education.  Appropriates funds.  Effective July 1, 2013.  (HB318 HD1)

RELATING TO SOLID WASTE.

Amends the solid waste management surcharge for solid waste disposed of in landfills, shipped out-of-state, or disposed of at waste-to-energy facilities.  Provides for no surcharge for small waste-to-energy facilities and for ash disposed that originates from a waste-to-energy facility.  (HB901 HD1)

RELATING TO MEDICAID.

Directs DHS to implement automated systems to detect and prevent fraudulent, wasteful, and abusive medicaid claims.

RELATING TO CERTIFICATION AND LICENSURE FEES.

Requires DHS to gather data and recommend fees for licensure and certification of certain programs transferred to DOH.  Requires DHS to recommend fees for training and recertification of nurse aides.  Effective July 1, 2013.  (HB1208 HD1)

RELATING TO HUMAN TRAFFICKING.

Requires the completion of two hours of training on human trafficking in order to obtain or renew a teaching license.  Requires the Department of Education to provide training on human trafficking for employees.  Requires human trafficking to be included in the Department of Education's health curriculum.
