Makes permanent provisions relating to residency requirements for the burial in veterans cemeteries of armed service members and their dependents.

RELATING TO VETERANS DISABILITY BENEFITS.

Exempts federal veterans disability benefits from seizure to enforce a court judgment, except for certain child and spousal support cases.

RELATING TO HISTORIC PRESERVATION.

Requires that the historic preservation officer meet professional qualification standards established by the United States Secretary of the Interior.  Requires the governor to give notice of the appointment of a state historic preservation officer to the legislature.

RELATING TO AGRICULTURAL LAND USE.

Allows for the construction of certain traditional Hawaiian hale on land that is used for farming operations without a building permit.  Effective July 1, 2013.

RELATING TO THE NATIONAL GUARD.

Prohibits a person from being eligible to serve as an adjutant general unless the person has had at least five years of service as an active commissioned officer in the Hawaii National Guard, whether army, air, or both.  Grandfathers the current adjutant general.  Effective July 1, 2013.

RELATING TO FAMILY COURTS.

Prohibits courts from considering a person's federal veterans disability benefits in determining whether to award support and maintenance allowances or the amount of such allowance to the person's spouse or former spouse.  Effective July 1, 2013.

RELATING TO HEALTH.

Transfers departmental jurisdiction of the medical marijuana laws from the Department of Public Safety (DPS) to the Department of Health and requires DPS to assist with the transfer.  Effective July 1, 2013.

RELATING TO VETERANS.

Establishes a $1 or $5 dollar donation that vehicle owners may elect to pay in addition to the state vehicle registration fees.  Establishes the Veteran Services Special Fund into which the $1 or $5 dollar donations will be deposited and used to support veteran services.  Effective July 1, 2013.

RELATING TO PHYSICIAN SHORTAGE.

Establishes a three-year demonstration project to be administered by the University of Hawaii John A. Burns School of Medicine's Department of Family Medicine and Community Health to attract out-of-state physicians to residency programs that provide services to rural areas of the State.  Effective July 1, 2013, and repealed on July 1, 2016.

RELATING TO HAWAIIAN MUSIC AND DANCE.

Creates a museum of music, dance, and cultural arts design committee.  Authorizes the committee to invite developers to prepare plans, specifications, and designs for a new museum, and to review for approval the proposed museum development plans submitted by developers.  Makes an appropriation for design of the museum.

RELATING TO INSURANCE.

Addresses the unfunded liabilities for public employee health benefits without putting down $500,000,000 per year for the next thirty years.  Calls for the formation and implementation of a captive insurance facility to effectively manage the administration and financing of the current and potential future employee benefit obligations of the state and county governments.  Establishes the Hawaii employer-union health benefits captive insurance fund and reserve account that holds ten per cent of the unfunded liabilities, which has the effect of fully funding the liabilities.
