Requires the director of the executive office on aging to contract for the performance of an actuarial analysis for a limited, mandatory, public long term care insurance program for the State's working population.  Requires a report to the legislature.  Appropriates funds for the actuarial analysis.

RELATING TO LONG TERM CARE.

Requests the executive office on aging of the department of health to conduct an education and awareness campaign on long term care and have the campaign independently evaluated.  Appropriates funds.

RELATING TO THE ELDERLY.

Requires a financial institution to report suspected financial abuse against an elder to the appropriate county police department, rather than the department of human services, under certain conditions immediately by telephone and then followed by a written report sent via electronic mail.  Repeals the department of human services as the contact agency responsible for determining whether the department has jurisdiction over the elder involved.  Requires all financial institutions to develop and implement a training program for their employees regarding the reporting requirements for suspected financial abuse of an elderly.

RELATING TO AGING.

Establishes and funds a position for an Alzheimer's disease and related dementia services coordinator within the executive office on aging.  Appropriates funds for programs and services that support the State's elderly population, including kupuna care, the aging and disability resource center, senior centers, and the healthy aging partnership program.

RELATING TO HEALTH.

Permits the department of health's emergency medical services and injury prevention system branch to establish and maintain a statewide fall prevention and early detection program and appropriates funds for the program.

Establishes a permanent task force to determine and periodically revise a reasonable rate of return for electric utilities.  Establishes a bipartisan joint legislative oversight committee to determine if the PUC is enforcing the reasonable rate of return established by the task force.

Prohibits an electric utility company from commencing its capital cost recovery for the construction of the on-island transmission infrastructure earlier than 10 years after the commercial operations date of the high-voltage electric transmission cable system.

RELATING TO THE UNIFORM ELECTRONIC LEGAL MATERIAL ACT.

Establishes authentication and other requirements for selected legal materials if they are published exclusively in electronic form.  Does not require electronic publication.

Deletes the requirement that a landlord place a newspaper advertisement before selling or donating abandoned tenant property.  Allows landlords to sell a tenant's property abandoned after the tenant is removed pursuant to a writ of possession.  Effective 07/01/2013.

Appropriates funds for salaries and benefits for lifeguards for Kua Bay, Kekaha Kai state park, on the island of Hawaii an area under the jurisdiction of DLNR.

Repeals the prioritization of liens for unpaid mortgages over subsequently recorded liens for unpaid condominium association fees.  Clarifies the obligations of the acquirer of a foreclosed unit under the lien for unpaid association fees.

Allows a condominium association, as a junior lienholder, to commence or continue a nonjudicial foreclosure action on a property subject to a judicial foreclosure until a foreclosure commissioner is appointed by the circuit court.

RELATING TO FIREARMS AND AMMUNITION.

Makes it unlawful to sell or distribute ammunition unless the purchaser provides proof that there is a firearm registered to the person with which the ammunition may be used.

Includes within the crime of disorderly conduct impeding or obstructing the use of or access to a bus stop by laying across any bench or more than one seat provided at the bus stop or sleeping on the ground within or abutting any bus stop shelter or other bus stop structure.  Effective 01/01/2014.

RELATING TO ELECTIONS.

Requires the chief election officer to establish procedures to select a letter of the alphabet by lot and arrange candidate names on ballots in alphabetical order of the last names, beginning with the randomly selected letter.  Applies to elections in the next two year election cycle following effective date.

Makes permanent the prohibition against urinating or defecating in public within the boundaries of downtown Honolulu.

Adds a member from a pharmacy benefit management company to the board of pharmacy.  Requires the board of pharmacy to adopt, amend, and repeal rules pursuant to chapter 91 to regulate all pharmacy benefit management companies that engage in the practice of pharmacy, in any manner to distribute, ship, mail, or deliver prescription drugs into the State.

Authorizes the PUC to give preference to renewable energy resources that reduce or eliminate the use of fossil fuel and result in reduced volatility when establishing renewable portfolio standards.
