Sir:
Your Committee on Finance, to which was referred H.B.
No. 1483, H.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO THE HAWAII HEALTH
SYSTEMS CORPORATION,"
begs leave to report as follows:
The purpose of this measure is to
improve the quality, efficiency, and availability of health care services in
Hawaii by establishing a task force to study the feasibility and merits of
allowing the operations of one or more regional systems of the Hawaii Health
Systems Corporation, or one or more of its individual health facilities, to
transition to public-private partnership status.
The International Longshore and
Warehouse Union Local 142 and many individuals testified in support of this
measure. The Hawaii Government Employees Association, United Public Workers
AFSCME Local 646, and many individuals testified in opposition. The Department
of Budget and Finance, Office of Hawaiian Affairs, Hawaii Health Systems
Corporation, Maui Memorial Medical Center, Banner Health, and many individuals
provided comments.
As affirmed by the record of votes of the members of
your Committee on Finance that is attached to this report, your Committee is in
accord with the intent and purpose of H.B. No. 1483, H.D. 2, and recommends
that it pass Third Reading.
