RELATING TO PUBLIC FUNDS. Issues general obligation bonds to fund the repair and maintenance or capital renewal and deferred maintenance projects of various departments, the University of Hawaii, Hawaii health systems corporation, and the judiciary. Applies small purchase procurement requirements to capital improvement projects authorized pursuant to this Act for goods, services, or construction less than $1,000,000. Requires procurements of less than $1,000,000 to be conducted through an electronic system. Exempts capital improvement projects that are less than $1,000,000 from the provisions of section 103D-701, HRS, relating to protests. Provides for certain exemptions from county permitting, licensing, and certification requirements. Creates oversight committee. Requires DAGS to prepare quarterly reports. (SD1)

MAKING AN EMERGENCY APPROPRIATION FOR REIMBURSEMENT OF COSTS RELATED TO THE ASIA-PACIFIC ECONOMIC COOPERATION MEETINGS. Appropriates funds to reimburse seven departments for costs for planning, public safety, and security for the November 2011 Asia-Pacific Economic Cooperation meetings. (SD1)

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES FOR HEALTH CARE PAYMENTS. Makes an emergency appropriation from the general revenues of the State of Hawaii for fiscal year 2011-2012 to address the budget shortfall in for the health care payments program (HMS 401) in the Department of Human Services. Effective upon approval.

RELATING TO DISPOSITION OF DEAD HUMAN BODIES. Repeals the authority of the department of health to deliver or distribute an unclaimed dead human body to a university, hospital, or institution for medical educational and research purposes, and clarifies the responsibilities of the person who has possession, charge, or control of an unclaimed dead human body with respect to gathering and providing information to state agencies.

RELATING TO STATE FUNDS. Temporarily suspends the authority of the department of agriculture to make, insure, guarantee, or participate in new agricultural or aquaculture loans. Temporarily requires moneys in the agricultural loan revolving fund and aquaculture loan revolving fund to be transferred to the general fund. Appropriates funds for operation of the department of agriculture and the Hawaii Farm Bureau Federation. Takes effect on 7/1/10, and is repealed on 6/30/13.

RELATING TO PROFESSIONS AND OCCUPATIONS. Authorizes the board of electricians and plumbers to regulate air conditioning pipefitters, fire sprinkler technicians, and solar technicians.
