RELATING TO INSURANCE. Temporarily establishes a higher medical loss ratio for a tax-exempt mutual benefit society's or health maintenance organization's health insurance plan than the ratio set under the federal Public Health Service Act. Requires, when reviewing rate filings, the insurance commissioner to consider the medical loss ratio of the filer. Requires the insurance commissioner to submit a report to the governor and legislature before the convening of the regular session of 2014 on the impacts of this Act. Repealed on January 1, 2015. Effective July 1, 2050. (HB1896 HD1)

RELATING TO CHILD VISITATION. Permits family court to award reasonable visitation to grandparents if denial of visitation would cause significant harm to the child. Establishes presumption that visitation decisions by parents are in the best interests of the child. Allows rebuttable presumption by clear and convincing evidence that denial would cause significant demonstrable harm to the child. Identifies factors a court may consider in awarding visitation.

RELATING TO BROADBAND. Creates broadband special fund to support funding public school broadband and laptop initiatives. Beginning 01/01/13, freezes appropriations of moneys derived from cable fees at the lesser of the 2011 appropriation or the amount that a recipient would otherwise receive in the current year. Requires excess moneys to be deposited into the broadband special fund. Effective 07/01/12 and repealed 06/30/17.
