Requires specified persons who own, control, or have custody or control of ten or more dogs over age six months with sexual organs intact to meet minimum standards of care to ensure the proper treatment and care of dogs and their offspring.  Prohibits any person from owning or having custody of more than thirty dogs over age six months with sexual organs intact.  Requires specified persons to maintain specific records for each dog for at least three years following the death of the dog or a date on which the person permanently ceased to have possession or control of the dog.  Prohibits certain types of dogs in the same enclosure with other dogs.  Establishes penalties.

Encourages the use of the mortgage foreclosure dispute resolution process for nonjudicial foreclosures of residential property, by shortening the time period for completing the process.

Establishes the temporary TANF benefits and coverage task force to look into the problems faced by the State in administering the TANF benefits program, see how other states cover the costs of providing TANF benefits, and develop a working plan of services that TANF recipients may be required to perform for benefits.

Repeals the sunset provision relating to the tax on naphtha fuel sold for use in a power-generating facility.

Changes the existing ethanol facility tax credit to a biofuel production facility tax credit; includes ethanol and other liquid biofuels in the definition of biofuel; changes the amount of the tax credit from thirty per cent of nameplate capacity to thirty cents per gallon and deletes the cap in the nameplate capacity; makes conforming amendments; applies to taxable years beginning after 12/31/2015.

Requires private employers who provide pension plans to their employees to allow an employee who has vested to receive pension payments upon becoming disabled, regardless of age.  Permits director of labor and industrial relations to reopen workers' compensation cases after settlement if settlement was obtained by exerting undue influence over any party or as a result of the disability or mental incompetence of the employee.

Issues general obligation bonds to fund the repair and maintenance or capital renewal and deferred maintenance projects of various departments, the University of Hawaii, Hawaii health systems corporation, and the judiciary.  Exempts contracts of less than $500,000 entered into by the department of education, University of Hawaii, department of accounting and general services, department of agriculture, department of defense, department of health, Hawaii health systems corporation as a body corporate and politic, department of human services, department of land and natural resources, department of public safety, and judiciary from the procurement code.  Provides for exemptions from county permitting, licensing, and certification requirements.  Makes certain procurement provisions permanent.  Requires the procurement policy board to create an expedited procurement process for contracts resulting from appropriations made pursuant to this Act.

Prohibits the sale or distribution of any genetically engineered whole food intended for human consumption unless the food is labeled as genetically engineered.  Defines "genetically engineered food crop", "modern biotechnology", and "genetically engineered whole food".

Changes the Hawaii community development authority to the Hawaii community planning authority.  Allows the authority to create transit-oriented development zones.  Allows the authority to waive impact fees.  Authorizes the authority to create business improvement districts and assess a special assessment to fund the improvements within the district.  Authorizes the authority to act as a density rights bank and transfer a property's density rights to a receiving entity or from a sending authority to increase development in that area as authorized by the authority.

Requires the Honolulu authority for rapid transit to collect the county surcharge on state tax established by the city and county of Honolulu pursuant to section 46-16.8, Hawaii Revised Statutes.  Requires a county that establishes a county surcharge on state tax pursuant to section 46-16.8, Hawaii Revised Statutes, to reimburse the state for costs incurred or expended to assist that county to plan for a rapid transit system.

RELATING TO PLANNED DEVELOPMENT.

Authorizes counties to adopt a program to facilitate residential and commercial development in specified areas in relation to mass transit and to expedite approval of development projects within those areas.  Exempts certain development projects from all state and county laws relating to planning, zoning, construction standards for subdivisions, development and improvement of land, and the construction of dwelling units.  Requires the environmental council to adopt rules relating to transit ridership impact analysis for environmental assessments or impact statements relating to certain development projects.
