Directs the Auditor to conduct an audit of Hawaii Public Housing Authority's management of Punchbowl Homes.  Requires the Auditor to submit its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the Regular Session of 2013.  Effective July 1, 2012.

Requires the University of Hawaii to establish a Center for Agricultural Leadership.  Requires the University of Hawaii to establish a two-year pilot project at one high school campus in each county to determine the steps necessary for a school farm to be food safety certified by the Department of Agriculture.

RELATING TO ENVIRONMENTAL DISASTER RESPONSE.

Increases the environmental response, energy, and food security tax by 2 cents per barrel and deposits the increase into the wildlife recovery and rehabilitation special fund.  Establishes the wildlife recovery and rehabilitation special fund to support the operations of a facility to respond to oil and fuel-related disasters affecting native wildlife in the State.

Limits the amount that an employer may deduct for benefits provided to an employee to 50 times the State's median household income.

Extends the 75% maximum weekly benefit amount to 12/31/12.  Sets, for calendar year 2012, the employer contribution rate at schedule F.  Makes available a line of credit of general revenues for the unemployment compensation fund between 03/01/12 and 06/01/13.  Requires, before 06/29/13, that the general fund be repaid for all general revenues loaned to the unemployment compensation fund.  Requires, on 06/30/13, the repaid revenues be transferred to the emergency and budget reserve fund.  Requires the Act to apply retroactively to 01/01/12.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST NOT-FOR-PROFIT CORPORATIONS THAT PROVIDE HEALTH CARE FACILITIES TO THE GENERAL PUBLIC.

Extends the lapse date of the special purpose revenue bonds authorized to assist The Queen's Health Systems in Act 176, Session Laws of Hawaii 2003, as amended by Act 86, Session Laws of Hawaii 2007, from 6/30/13 to 6/30/18.

Prohibits state and county agencies from entering into an energy agreement or contract to install a renewable energy system with a private provider who has claimed the renewable energy technologies tax credit.  Authorizes the issuance of general obligation bonds for renewable energy systems for state facilities.  Effective July 1, 2012.

Suspends the ability of a contractor to protest the awarding of a contract under the State Procurement Code for five years.  Effective July 1, 2012.

Amends the general excise tax payment deadline from the twentieth day of the month to the last day of the month.  Amends the due dates for miscellaneous tax types from the twentieth day of the month to the last day of the month to conform with the general excise tax payment deadline.  Amends the due date for filing and payment of monthly periodic insurance premiums taxes from monthly to quarterly.  Effective July 1, 2014.

Authorizes the county fire chief to require plans and documentation to show compliance with fire code and fire and life safety standards for the construction, alteration, rehabilitation, or addition to any building, structure, or property; change in use of buildings, property, or occupancy; and installation or alteration of any procedures, equipment, property, or structure for any life safety or fire protection systems.
