Requires the department of human services to:  (1) Provide medicaid presumptive eligibility to patients who have been waitlisted for long-term care; (2) Conduct a study of a computerized medicaid applications system to address inefficiencies and other problems associated with processing medicaid applications; and (3) Submit findings and recommendations to the legislature regarding costs and other issues related to medicaid presumptive eligibility.  Appropriates funds to cover the costs of any reimbursements made to providers or plans for services that are provided during the time waitlisted patients are enrolled but are eventually determined to be ineligible.  Effective July 1, 2012, and repealed on June 31, 2017.

Permits any interested person, as defined under section 334-1, HRS, to file a written petition for emergency admission.  Requires an independent evaluation of a patient admitted to a licensed psychiatric facility for involuntary hospitalization in certain circumstances.  Requires the department of health to establish and implement the crisis response pilot program, under which designated crisis responders will be authorized to conduct investigations and detain persons who are imminently dangerous to self or others or gravely disabled for up to seventy-two hours in a proper facility.  Seeks a federal medicaid reimbursement for the maximum federal match to appropriate funds to the department of human services, which is to be transferred to the department of health to establish and administer the crisis response pilot program.  Part II repeals 6/30/2014.

Creates the motor carrier investigative unit within the public utilities commission to conduct statewide investigations of violations of chapter 271, Hawaii Revised Statutes.  Exempts persons within the unit from chapter 76, Hawaii Revised Statutes.  Appropriates funds from the public utilities commission special fund to finance the motor carrier investigative unit.  Effective July 1, 2012.

Stipulates that the five per cent decrease to the legislative, executive, and judicial salaries applies to what the respective salaries were as of June 30, 2009, and remains at the specified salary rate until June 30, 2013.  Repeals Act 85, Session Laws of Hawaii (SLH) 2009, as amended by Act 57, SLH 2011, as amended by this Act, at 11:59 p.m. on June 30, 2013.  Provides that the repeal of the aforementioned Acts for the period of July 1, 2009, through June 30, 2013, shall not be construed to restore or reinstate any leaves for vacation or sick leave, any salary, or any other compensation reduced by the Acts.  Effective upon its approval.

Due to the recent drawing of district lines for federal, state, and county offices, there are small populations of voters who reside in areas that would require the creation of a ballot containing the contests, question, and issues specific to those areas, and the establishment of polling places for those voters.  Given the small amount of voters involved and the resources required to establish and operate a polling place, this bill permits the mailing of absentee ballots to all registered voters in these areas, in lieu of the operation of polling places.
