RELATING TO THE PUBLIC LAND. Requires the department of land and natural resources to initiate and coordinate all efforts to establish a public lands information system. Requires all state agencies to report to the department each parcel of land to which it holds title; the disposition of each parcel to which the agency holds title or is acquiring title; and any inaccuracies in reports to the department. Requires the department to submit a progress report to the Legislature. Appropriates an unspecified amount of funds to create and maintain a comprehensive statewide public land trust inventory database and to provide funding for one staff position for a database and application developer. RELATING TO BUILDING DESIGN FOR PERSONS WITH DISABILITIES. Requires the Disability and Communication Access Board to charge fees to defray expenses of reviewing construction plans to ensure compliance with law and establishes a fee schedule. RELATING TO BUSINESS DEVELOPMENT IN HAWAII. Provides a tax credit for qualified media infrastructure projects. Establishes a qualified persons crew-training program rebate. Establishes digital media enterprise subzones as unspecified geographic areas surrounding University of Hawaii campuses that are also designated as enterprise zones. Establishes tax benefits for digital media infrastructure development and operation. Effective July 1, 2050. (SB318 HD2)

RELATING TO HISTORIC PRESERVATION. Requires one per cent of all state fund appropriations designated for the construction and renovation of state buildings to be deposited into the Hawaii Historic Preservation Special Fund. Adds the costs related to site modifications, display, and interpretive work necessary to enhance the visitor experience for the Bernice Pauahi Bishop Museum, Iolani Palace, Washington Place, and Mauna Ala to the uses of the Fund. RELATING TO THE JUDICIARY. Permits a court to allow a petition, complaint, motion, temporary restraining order or an injunction from further harassment, or other document to be filed identifying the parties as "jane doe" or "john doe under certain circumstances. RELATING TO LANDOWNER LIABILITY. Establishes that an owner of range land owes no duty of care, under certain conditions, toward a trespasser for injuries suffered by the trespasser that occur on range land, or to warn the trespasser of dangerous natural conditions or range activities or uses. Requires the Hawaii Farm Bureau Federation to submit a report to the legislature on the number of personal injury claims brought by or on behalf of trespassers against owners of croplands. Effective January 1, 2012, and shall be repealed on December 31, 2017. (SB1079 HD2)

RELATING TO THE PUBLIC UTILITIES COMMISSION. Directs the Public Utilities Commission to accept filings and applications electronically no later than January 1, 2012. Allows use of automatic rate adjustment clause to meet revenue requirement when electric utility company and its electric utility subsidiaries aggregate their renewable portfolios to meet renewable portfolio standards. Requires the Public Utilities Commission to impose a civil penalty against gasoline dealers who violate the law. Requires the Attorney General to institute a civil action for civil penalties not paid in a timely manner. Effective July 1, 2030. (SB1347 HD2)

RELATING TO EDUCATION. Creates task force to examine Higher Education Act of 1965, to ensure compliance re state authorization of institutions offering educational programs beyond secondary education; and make recommendations re consolidation within one state agency of licensing and authorization functions of all primary, secondary, and post-secondary educational institutions in the State. Requires LRB to provide research and assist with drafting legislation. Requires report to legislature. Effective 7/1/2050. (HD1)

RELATING TO THE PUBLIC UTILITIES COMMISSION. Allows the Public Utilities Commission (PUC) to consider the benefits of capital improvements for renewable energy and energy efficiency despite the short-term expense. Requires the PUC to consider the need to reduce the State's reliance on fossil fuels. Effective July 1, 2112. (SB1482 HD1)

RELATING TO AQUACULTURE. Increases the lease terms for aquaculture operations from 35 to 65 years. Authorizes the Department of Land and Natural Resources (DLNR) to designate any unused or underused DLNR public lands for aquaculture. Allows DLNR to exercise power over lands designated by the Department of Transportation to be used for aquaculture. Allows for supportive aquaculture activities. Defines "aquaculture" under Section 171-59(b), Hawaii Revised Statutes. Effective July 1, 2030. (SB1511 HD2)
