RELATING TO GAMBLING. Amends definition of advance gambling activity to clarify that purchase of sweepstakes entry that also provides nominal non-gambling value advances gambling even if sweepstakes entry can be obtained without payment of consideration. Eliminates free play, beginning 01/01/2013, as a defense under certain circumstances. Effective 7/1/2050. (SD1)

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST PALOLO CHINESE HOME AND ITS SUBSIDIARIES. Authorizes the issuance of special purpose revenue bonds to assist Palolo Chinese Home in financing the capital costs related to the expansion, construction, and rebuilding of its facilities. (SD1)

RELATING TO SERVICE ANIMALS. Amends certain laws regarding the use of service animals in statutes relating to dog licensing, public conveyances, and discriminatory practices in real estate transactions to address issues with obsolescence and inconsistency with the ADA and FHA. (SD2)

RELATING TO EDUCATION. Creates task force to examine Higher Education Act of 1965, to ensure compliance re state authorization of institutions offering educational programs beyond secondary education; and make recommendations re consolidation within one state agency of licensing and authorization functions of all primary, secondary, and post-secondary educational institutions in the State. Requires LRB to provide research and administrative support. Requires report to Legislature. Effective 07/01/2050. (SD2)
