RELATING TO THE PUBLIC LAND. Requires the department of land and natural resources to initiate and coordinate all efforts to establish a public lands information system. Requires all state agencies to report to the department each parcel of land to which it holds title; the disposition of each parcel to which the agency holds title or is acquiring title; and any inaccuracies in reports to the department. Requires the department to submit a progress report to the legislature. Appropriates funds to create and maintain a comprehensive statewide public land trust inventory database and to provide funding for one staff position for a database and application developer. RELATING TO PUBLIC BUILDINGS. Authorizes the department of accounting and general services to sell public buildings to the public, and lease them back. Effective 7/1/2050. (SD2)

RELATING TO COUNTY MUTUAL AID. Establishes a mutual aid agreement of assistance among the counties to provide potable water and non-potable water to another county during times of emergency. Establishes the Hawaii statewide mutual aid system to provide integrated statewide mutual aid response capability between counties in times of disaster. Effective 07/01/2050. (SD2)

RELATING TO INFORMATION. Requires a business that maintains personal information about residents of Hawaii to implement a comprehensive written information security program; exempts financial institutions subject to certain federal guidelines; requires that a consumer credit reporting agency not charge a victim of identity theft or a security breach a fee for placing, lifting, or removing a security freeze on a credit report. Effective 7/1/2050. (SD2)

RELATING TO CONSUMER INFORMATION. Requires sliced, sandwich-style bread products that have been baked and then frozen to be labeled "previously frozen". Prohibits bread that has been frozen to be labeled or advertised as "fresh". Effective 7/1/50. (SD1)

MAKING AN APPROPRIATION FOR MATCHING GRANTS FOR SPACE EDUCATION PROGRAMMING SERVICES. Appropriates funds to be used by the department of education for a grant to provide space education programming services at the Barbers Point elementary school for fiscal year 2011‑2012. Requires Challenger Center Hawaii to submit a plan to the legislature to become financially self-sufficient for fiscal year 2012-2013 and thereafter. Effective 7/1/2050. (SD2)

RELATING TO PUBLIC LANDS. Creates a task force under the University of Hawaii Kapiolani community college to conduct a study of the feasibility of transferring the lands currently under the jurisdiction of the department of land and natural resources to the University of Hawaii Kapiolani community college for a legacy center for the 100th Infantry Battalion/442nd Regimental Combat Team. Report to legislature. (SD2)
