Repeals the civil service exemptions for the first and second deputy sheriffs.  Effective 01/01/2013.

RELATING TO MEDICAL CANNABIS.

Increases the amount of cannabis that constitutes an adequate supply by allowing a qualifying patient to possess 10 cannabis plants and 5 ounces of cannabis at any given time.  Makes identification of the site where cannabis is grown confidential.  Prohibits the department of public safety from requiring that a certifying physician be the patient's primary care physician.  Prohibits certifying physicians from naming or describing a patient's particular debilitating condition.  Increases the permissible ratio of patients to caregivers by allowing a caregiver to grow cannabis for no more than 3 patients at any given time.  Allows transfer to another qualified patient and transport of medical marijuana without prosecution.  (SD1)

RELATING TO THE HAWAII PENAL CODE.

Beginning 01/01/2012, retroactively requires that multiple terms of imprisonment run concurrently unless the court orders or the law mandates that the terms run consecutively.  Effective immediately, directs department of public safety to recalculate the sentences of inmates who submit written requests and, if warranted by the recalculation, release the inmates.  Clarifies that resentencing of defendants whose sentence was imposed prior to effective date of Act 193 shall not be considered as a reopening of a final judgment or impose any liability upon State for sentencing errors.  (SD1)

RELATING TO FAIR HOUSING EXEMPTIONS.

Makes exemptions from state fair housing laws consistent with similar exemptions found in the federal Fair Housing Act and makes protected groups consistent throughout Chapter 515, Hawaii Revised Statutes.  (SD1)

Amends section of motor vehicle industry licensing act to reflect updated statutory cross-references and make nonsubstantive technical amendments.

Clarifies that state agencies may purchase roadway materials with a minimum recycled glass content.  Allows use of minimum glass of ten per cent crushed glass aggregate in all basecourse and subbase.  Effective 7/1/2050.  (SD2)

RELATING TO COSTS OF RELOCATION AND UNDERGROUNDING OF UTILITY FACILITIES.

Allow any utility owner whose facility occupies state highway rights-of-way to provide their share of costs up front to the affected state agency for encumbrance of funds in related contracts by way of an agreement to pay.  Effective 7/1/2050.  (SD2)
