RELATING TO THE BUDGET Appropriates funds in fiscal year 2010‑2011 for staffing the offices of the governor and the lieutenant governor from January 2011 through June 2011. Appropriates funds for deputy and deputy's secretary in specified departments.

RELATING TO THE EMERGENCY AND BUDGET RESERVE FUND. Makes emergency appropriations from the emergency and budget reserve fund and makes technical corrections to Act 191, Session Laws of Hawaii 2010, to permit the awarding of grants to specified organizations. Extends the lapse date of Act 191's appropriations from 6/30/11 to 6/30/12. (SD1)

RELATING TO THE BOARD OF REGENTS OF THE UNIVERSITY OF HAWAII. Allows for the election of up to two vice-chairpersons of the University of Hawaii board of regents and requires the board to elect any vice-chairperson and chairperson at a meeting held before July 1. Clarifies the start dates of the terms of a board chairperson and vice-chairperson. (SD1)

RELATING TO HOUSING. Places a two-year moratorium on lease to fee conversions of condominiums. Requires the Hawaii Housing Finance and Development Corporation to submit a report to the Legislature.

RELATING TO HOUSING. Requires temporarily the dwelling unit revolving fund to reimburse the general fund for the principal of general obligation bonds issued for housing projects and programs. Appropriates general funds for the repair and maintenance of public housing projects. Takes effect on 7/1/2011, and terminates on 6/30/2013.

RELATING TO THE CONVEYANCE TAX. Temporarily suspends the distribution of a portion of the conveyance tax to the land conservation fund and rental housing trust fund. Reduces distribution to the natural area reserve fund.
