RELATING TO DISLOCATED WORKERS. Authorizes the DLIR to exercise enforcement powers against an employer in a covered establishment that would require the employer to adhere to, and comply with, the notification and penalty provisions of section 394B-9, HRS. Redefines "covered establishment" to include any number of employed persons.

RELATING TO HUMAN SERVICES. Authorizes the establishment of the Supporting Employment Empowerment Hawaii Work Program to transition welfare recipients to the workforce. Effective July 1, 2011. (HB768 HD1)

RELATING TO THE BANK OF THE STATE OF HAWAII. Establishes the bank of the State of Hawaii.

RELATING TO ENVIRONMENTAL PROTECTION. Requires businesses in the State to collect a 10 cent fee for each plastic disposable checkout bag provided to a customer. Authorizes businesses that develop their own disposable plastic checkout bag recycling program to retain 50 per cent of the fees collected. Establishes the energy sustainability special fund.

RELATING TO TRANSPORTATION ENERGY INITIATIVES. Authorizes the Department of Transportation to adopt rules for the registration of, and issuance of license plates for, electric vehicles. Exempts electric vehicles from parking fees under certain conditions. Clarifies the electric vehicle parking requirement. (HB1016 HD1)

RELATING TO CONSUMER INFORMATION. Requires bread products that have been baked and then frozen to be labeled "previously frozen". Prohibits bread that has been frozen to be labeled or advertised as "fresh".
