Removes the authority of the board of naturopathic medicine to establish examination standards for minor office procedures, parenteral therapy, and a naturopathic formulary.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST PALOLO CHINESE HOME AND ITS SUBSIDIARIES.

Authorizes the issuance of special purpose revenue bonds to assist Palolo Chinese Home in financing the capital costs related to the expansion, construction, and rebuilding of its facilities.

RELATING TO AQUARIUM AQUATIC LIFE.

Enhances the regulation of aquarium aquatic life collection in the State by requiring DLNR to develop a list of aquatic species that may be collected or sold for aquarium purposes.  Effective 6/1/11.

RELATING TO TEMPORARY ASSISTANCE FOR NEEDY FAMILIES.

Requires department of human services to provide families with homeless assistance when homelessness is a direct result of domestic violence.

RELATING TO FAMILY COURT.

Provides that the date of valuation of marital assets is the date of the dissolution of the marital partnership.  Defines duties owed by parties to a divorce.  Requires the court to consider dissipation when determining property division and support orders.  Defines various terms.

RELATING TO ENVIRONMENTAL IMPACT STATEMENTS.

Makes numerous revisions to the environmental assessment and environmental impact statement process to create a more streamlined, transparent, and consistent process.

Establishes Hawaii Gaming Control Commission and framework for casino gaming on Oahu.  Levies ten per cent tax, of which five per cent is to be remitted to the City and County of Honolulu to fund the fixed guideway transportation system on Oahu.  Repeals general excise tax surcharge to fund transit on Oahu.
