OFFICIAL BIOGRAPHICAL WEB PAGE

AND CAUCUS WEBSITE POLICY

 

I. General

A. This policy establishes the requirements and guidelines for the placement of information about House members on the official State legislative web site and on the individual partisan caucus web sites. This policy also defines responsibilities for the administration of the State legislative web site and the partisan caucus web sites.

B. The House legislative web site and the individual House caucus web sites shall only be used for official legislative purposes.

C. The House Speaker shall have overall administrative responsibility for the proper use of the House biographical web pages on the official State legislative web site and the individual caucus web sites and web pages.

II. Official House Web Site – Member Biographical Page

 

A. Administration of Individual Member Pages on the House Web Site

The official House web site and biographical web pages of House members shall be administered by the Chief Clerk of the House. The Chief Clerk shall ensure that the contents and use of the web site and web pages are consistent with the requirements of this policy and all applicable federal and state laws and rules.

B. Design of Individual Member Pages on the House Web Site

(1) The biographical web page shall be in a standardized format Photographs or images depicting commercial logos, other politicians or political candidates, or other promotional advertisement are prohibited.

 

(2) Biographical pages may include the following information in accordance with this policy and be subject to the approval of the Speaker.

(a) Mailing address(es);

(b) Phone and FAX number(s);

(c) E-mail address(es); and

(d) Photograph(s) provided by individual House member.

III. Caucus Web sites and Individual Caucus Member Pages

A. Scope

1. Each partisan caucus is entitled to have its own unique web site that may be accessed from the Hawaii State Legislature web site.

2. The caucus web sites shall only be used for official legislative purposes. The contents of the web sites and attached web pages must abide by and conform to:

3. The caucus web sites shall not be used for campaigning or political fundraising purposes.

B. Responsibility

1. Each House member shall be responsible for and oversee the content posted on the member's individual web page on the caucus web sites and ensure that the use of the member's individual page is consistent with the requirements and guidelines established under this policy.

2. The partisan Caucus Leaders shall be responsible for and oversee the content posted on their respective caucus web sites, and ensure that the use of the caucus web sites are consistent with the requirements and guidelines established under this policy.

3. Each Caucus Leader may each create a review committee to assist in carrying out the responsibilities under Section III-B-2.

C. Design of Individual Member Web Pages

1. Each member is entitled to one individual web page on their respective caucus web site.

2. Links to personal, non-legislative web sites of individual House members shall not be permitted on the House caucus web sites.

3. The material on the individual member web pages is subject to review to ensure compliance with Section III-B.
