RELATING TO STATE HOLIDAYS.

Establishes August 4 of each year as a state holiday to be known as Barack Obama Day.

RELATING TO STATE TORT LIABILITY.

Requires notification of pending class action against the State to the Governor, President of the Senate, and Speaker of the House at prior to the filing of the lawsuit.  Requires service of the lawsuit to the Senate President and House Speaker.  Effective January 1, 2010.

RELATING TO FIRE PROTECTION.

Makes discretionary, rather than mandatory, fire inspections conducted by the county fire chiefs.  Provides that frequency of inspections of buildings other than public schools shall be as deemed necessary rather than every 2 years.

RELATING TO TEMPORARY HEALTH INSURANCE FOR UNEMPLOYED PERSONS.

Establishes a temporary health insurance program for unemployed individuals.  Appropriates funds.

Temporarily provides health insurance to individuals who are uninsured due to the loss of a job for reasons other than voluntary separation, discharge for work-related misconduct, or work stoppage caused by a labor dispute.

Allows 999-year homestead leases to be assigned to land trusts that are created for purposes of managing and holding the homestead leasehold estate for the benefit of the lessee and lessee's family members.

Allows for persons desiring a Hawaii product preference to self-certify their Hawaii products when submitting bids as an alternative to registration on the Hawaii products list.  Amends the definition of a Hawaii product by revising the product classes.  Revises administrative rules relating to exemptions from procurement.  (HB988 HD1)

RELATING TO LOW-INCOME HOUSING TAX CREDITS.

Makes state low-income housing tax credits more valuable by shortening the period over which the credits can be taken from ten years to five years.

RELATING TO RURAL PHYSICIANS TAX CREDIT.

Provides a tax credit on a sliding scale for amounts paid for medical malpractice insurance premiums by physicians that move to, and practice medicine in, rural areas. (HB1317 HD1)

Repeals exemption from ban on smoking in enclosed or partially enclosed areas for correctional facilities.
