RELATING TO ENERGY. Establishes the renewable energy branch in the department of business, economic development, and tourism to coordinate and promote renewable energy initiatives. Strengthens existing renewable energy and planning provisions. Provides for staffing. Appropriates funds. (HD1)

RELATING TO ENVIRONMENT. Creates the emergency environmental workforce to provide employment to persons who have lost their jobs in the economic downturn and prioritizes the allocation of federal economic stimulus funds for the operation of this program.

RELATING TO FIREWORKS. Assesses a surcharge tax on the sale of consumer fireworks. Requires retailers to report on fireworks sold and requires the Department of Health to report on the effects of fireworks on young children. (HB397 HD1)
