Appropriates funds to: (1) Develop a statewide Rural Primary Health Care Training Program; and (2) Support the Family Medicine Residency Program of the University of Hawaii John A. RELATING TO DEATH WITH DIGNITY. Allows a terminally ill, competent adult to get lethal dose of medication to end life. Prohibits mercy killings, lethal injections, and active euthanasia. Requires informed consent. Allows alternate doctor to replace attending doctor if latter declines to prescribe. Requires monitor at time of taking dose.

RELATING TO PHYSICIAN ORDERS FOR LIFE SUSTAINING TREATMENT. Creates a process for a patient to direct end-of-life treatment in a standardized physician orders for life sustaining form. Requires department of health to design the form. Requires department of health and Hawaii health systems corporation to require adoption of the form in their respective health facilities.

RELATING TO ENVIRONMENTALLY-SENSITIVE PRODUCTS. Requires public schools to use environmentally-sensitive cleaning and maintenance products. Directs the department of health to establish guidelines and specifications for the products. Requires the state procurement office to maintain a list of vendors who produce, manufacture, or sell environmentally-sensitive products.

RELATING TO HAWAII HEALTH SYSTEMS CORPORATION. Restructures the Hawaii Health Systems Corporation so the Corporate Board takes on a new role as a service and coordination group to assist the Regional Boards in improving public hospital services.

PROPOSING AN AMENDMENT TO ARTICLE VII, SECTION 12, OF THE HAWAII CONSTITUTION, RELATING TO SPECIAL PURPOSE REVENUE BONDS. Amends Hawaii constitution to allow the issuance of special purpose revenue bonds to assist any (rather than just a not-for profit) corporation that provides health care facilities to the general public.

RELATING TO MANDATORY OVERTIME FOR NURSES. Prohibits both public and private hospitals from forcing nurses to work overtime, except in cases of a federal, state, or county declared emergency. Excludes nurse midwives and nurse anesthetists from mandatory overtime requirements.
