RELATING TO NOISE. Requires the department of health to add the dBC decibel weighting system to the current dBA decibel weighting system for purposes of community noise control. Sets permissible maximum sound levels for nighttime and grants the DOH and the county liquor commission the authority to enforce these limits. Directs DOH, DLIR, and the county liquor commission to develop recommendations for a permanent maximum sound level, in decibels.

RELATING TO TRANSPORTATION ENERGY INITIATIVES. Establishes the development of non-fossil fuel transportation as a state policy goal. Requires the designation of parking spaces for electric vehicles and provides penalties for parking a non-electric vehicle in reserved spaces. Requires state and county agencies to follow a priority list when purchasing energy-efficient vehicles, including electric vehicles. Includes requirements for developing an electric vehicle infrastructure. Establishes the Transportation Energy Transformation Grant Fund Program.

RELATING TO RENEWABLE ENERGY PRODUCERS. Sets terms and conditions for leases of public lands to renewable energy producers, including requiring a public hearing, project completion, design, and financing documentation, and limitations on terminating or altering existing leases of public lands affected.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Requires the Hawaii community development authority to collaborate with and consider the recommendations of the Kakaako Makai Community Planning Advisory Council in developing, accepting, and implementing plans for the development of Kakaako makai. Requires continued participation of CPAC in Kakaako makai property transferred to county or state agency.

RELATING TO AGRICULTURE. Provides for fair compensation, including an automatic lease extension, when leased public land for agricultural or pastoral uses is withdrawn, condemned, or taken for public purposes. Effective 07/01/20.

RELATING TO LAND COURT. Requires the assistant registrar of the land court to provide an image and index of all instruments that contain real property transactions to the county designated as a central clearinghouse under a memorandum of understanding agreement agreed upon by the counties.

Requires the registrar of the bureau of conveyances to provide, within 10 days after each week and free of charge, an image and index of all documents and instruments have been recorded in the registrar's office that week relating to regular system land in all the counties, to the county designated in a memorandum of understanding agreed upon by the counties to act as a central clearinghouse.

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES. Fortifies the recreational renaissance program of the department of land and natural resources through various amendments to state law.

RELATING TO FISHING. Requires DLNR to continue to hold public informational meetings to hear concerns and suggestions from the public regarding the taking and protection of uhu, weke/moana kali, and ulua/papio. Requires DLNR to use and present all available data to support the basis for any rule proposed based on public input, and if no data is available, use all available means to gather the necessary data. Requires DLNR to develop a monitoring and evaluation program to determine the effects that runoff, sedimentation, pollution, lack or profusion of fresh water intrusion into the marine ecosystem, and the introduction of invasive species have on the ecosystem that affects the habitat and forage of uhu, weke/moana kali, and ulua/papio. Requires DLNR to develop a monitoring and evaluation program to determine the outcomes to be achieved by the implementation of any proposed rule and estimate the timeframes through which the outcomes will be achieved.

Requires (1) Hawaii health systems corporation (HHSC) with the Department of Health's assistance to determine the current amount of all community hospital liabilities accrued up to 6/30/1996 that still exist; and (2) HHSC to assume all subsequent liabilities. Clarifies HHSC responsibility for payments into the employees' retirement system funds for its employees. Provides for an annual audit of HHSC.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Transfers the community hospitals of the state government to the department of health from the Hawaii health systems corporation and abolishes the corporation and its regional boards. Provides for the repeal of the transfer provisions and enabling law for the community hospitals on June 30, 2011. Establishes a transition committee to conduct a study to determine a permanent structure for the community hospitals and requires a report before 10/1/2010.

Transfers functions relating to telecommunications from the public utilities commission to the HBC and functions relating to cable services from DCCA to the HBC. Establishes a work group to develop procedures to streamline state and county broadband regulation, franchising, and permitting and report to the legislature. Effective July 1, 2112.
