RELATING TO STATUTORY REVISION: AMENDING OR REPEALING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES AND THE SESSION LAWS OF HAWAII FOR THE PURPOSE OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, AND DELETING OBSOLETE OR UNNECESSARY PROVISIONS. Amends or repeals various provisions of the Hawaii Revised Statutes and the Session Laws of Hawaii for the purpose of correcting errors and references, clarifying language, and deleting obsolete or unnecessary provisions.

RELATING TO THE UNIFORM FOREIGN-COUNTRY MONEY JUDGMENTS RECOGNITION ACT. Enacts Uniform Foreign Country Money Judgments Recognition Act and in so doing, replaces and updates similar law codified as chapter 658C, HRS. Updates former law by, among other things, allocating burden of proof with respect to application of law, setting out procedure for obtaining recognition of foreign country money judgments, expanding grounds for denying recognition and allocating burden of proof to do so. Establishes statute of limitations.

RELATING TO THE UNIFORM MEDIATION ACT. Adopts the Uniform Mediation Act. Provides certain rules for mediations. Establishes a privilege that assures confidentiality of mediations in legal proceedings. Protects integrity and knowing consent through provisions that provide exceptions to the privilege, limit disclosures by the mediator to judges and others who may rule on the case, requires mediators to disclose conflicts of interest, and assures that parties may bring a lawyer or other support person to the mediation session. RELATING TO LIMITING CIVIL LIABILITY. Limits the civil liability of property owners for damages to persons injured or killed on premises while committing certain felony offenses. (SD1)

RELATING TO USE OF FORCE. Permits the use of deadly force by the resident of a dwelling against a person not lawfully in the dwelling who uses force against the resident. Expands the exemption from the duty to retreat from the home and workplace to any place where the actor may lawfully be present. Effective July 1, 2050. (SD1)

RELATING TO THE HUMANE TREATMENT OF PET ANIMALS. Clarifies animal cruelty law. Prohibits the confinement of a pet animal in a kennel or cage in cruel or inhumane manner or for an unreasonable period of time. Prohibits the tethering of a dog to a stationary object with a chain, or choke, pinch, chain, or prong collar. Amends the law on animal hoarding. (SD1).

Prohibits the sale or transfer of ceded lands until the unrelinquished claims of the native Hawaiian people are resolved, reconciliation between the State and the native Hawaiian people is no longer supported, or until December 31, 2014, whichever occurs first; establishes a process for the sale or transfer of ceded lands, to be implemented only when one of the foregoing conditions occurs.
