RELATING TO JUDGMENTS.

Amends the uniform foreign money-judgments recognition act with regard to defamation judgments acquired in foreign courts.  Enforceability depends on the free speech and free press protections afforded by the defamation law applied by the foreign court.

RELATING TO STATUTORY REVISION:  AMENDING OR REPEALING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES AND THE SESSION LAWS OF HAWAII FOR THE PURPOSE OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, AND DELETING OBSOLETE OR UNNECESSARY PROVISIONS.

Amends or repeals various provisions of the Hawaii Revised Statutes and the Session Laws of Hawaii for the purpose of correcting errors and references, clarifying language, and deleting obsolete or unnecessary provisions.

Authorizes family court, when issuing a temporary restraining order, to award exclusive care of a pet animal and enjoin the restrained party from having any contact with the pet animal.

Prohibits possession of gaff designed to be attached to gamecock or other fighting fowl.

RELATING TO LAND USE.

Protects and promotes the proper use of Hawaii's best agricultural lands by requiring conditions of approval for subdivisions of agricultural land into smaller lots and farm dwellings, thereby ensuring meaningful agricultural use.

Status

RELATING TO IMPORTANT AGRICULTURAL LANDS.

Amends section 205-45, Hawaii Revised Statutes, to ensure that all lands to be designated or reclassified under subsection (b) shall be on the same island; and amends subsection (e) to add that the commission shall evaluate the suitability of the land for reclassification in accordance with sections 205-2 and 205-17, Hawaii Revised Statutes, and that conditions imposed by the commission in the declaratory order shall run with the land.

RELATING TO LAND USE.

Amends chapters 46 and 205, Hawaii Revised Statutes, to give the counties greater authority and flexibility to define uses and regulate land use in the State Rural District consistent with broad State policies and standards.

The purpose of this informational briefing is to discuss ways to strengthen partnerships among federal, state, and private initiatives to reduce the impact of domestic violence and drug abuse in Hawaii.  The briefing will focus on building strategies to empower our communities.  Family services will also be discussed as well as Healthy Start programs for at-risk families.
