RELATING TO VETERANS RIGHTS AND BENEFITS. Prohibits protests within 300 feet of the entrance of any cemetery under control of the office of veterans' services from 60 minutes before to 60 minutes after a funeral.

RELATING TO MILITARY AFFAIRS. Creates the military affairs liaison special fund within a nonprofit entity to support the nonprofit entity's duties as the state liaison in matters relating to the military. Requires adjutant general, with the governor's concurrence, to select the nonprofit entity. Appropriates funds to the special fund.

RELATING TO VETERAN BURIAL GRANTS. Requires office of veterans' services to pay directly to a mortuary for services and to transport the remains of a deceased veteran who joined the New Filipino Scouts between 10/06/1945, and 06/30/1947, and died after 06/30/1994, to the Philippines upon submission of an unpaid invoice. Appropriates funds.

RELATING TO LIMITED LIABILITY COMPANIES. Creates an optional "ingenuity company" designation for LLCs. Requires an LLC with an ingenuity company designation to exercise its right to exclude conferred by any patent it has an interest in for a public purpose. Establishes reporting requirements.

RELATING TO PUBLIC WORKS. Establishes requirements for contractors who bid on state construction projects. Establishes penalties for non-compliance with such requirements.

RELATING TO HIGH TECHNOLOGY. Clarifies the operation of the high technology research and development loan and grant program to allow the State to catch up to increased federal award amounts since 1989. Gives priority to first-time small business innovation research and small business technology transfer award or contract recipients. Allows, rather than requires, the grant program to borrow funds from the Hawaii capital loan revolving fund.

RELATING TO TAXATION. Creates a nexus standard for taxing out-of-state businesses on their business activities in Hawaii.

RELATING TO THE GENERAL EXCISE TAX. Amends the definition of engaging in business under section 237-2, HRS (general excise tax), to include persons who enter into an agreement with residents of the State where the person pays a commission for referral of potential customers.
