RELATING TO EMPLOYMENT PRACTICES. Establishes employer's use of individual's credit history in hiring and termination decisions as an unlawful discriminatory practice; provided that the individual's credit information directly relates to a bona fide occupational qualification and that employers expressly permitted to inquire into credit history for employment purposes pursuant to any federal or state law, managerial and supervisory employees, and certain financial institutions are exempt. Takes effect July 1, 2050. (SD1)

RELATING TO AGRICULTURE. Appropriates funds, matched dollar-for-dollar by federal funds, in cash, or by in-kind donations by the private sector, for the planning, repair, and modification of agricultural facilities at the former Del Monte operation on Oahu and at Maui Community College. Amends the definition of "agricultural commodity". Effective July 1, 2020. (SD2)

RELATING TO REAL PROPERTY. Permits the registrar of the bureau of conveyances to accept electronic documents with electronic signatures for recording, to provide electronic documents in response to a request, and to convert existing records to electronic format. Effective 7/1/2050. (SD2)

Appropriates funds to develop a statewide rural primary health care training program and support the family medicine residency program of the University of Hawaii John A. Burns school of medicine's department of family medicine and community health. (SD2)

RELATING TO THE UNIFORM PRUDENT MANAGEMENT OF INSTITUTIONAL FUNDS ACT. Enacts uniform prudent management of institutional funds act to replace and update existing uniform management of institutional funds act. Provides guidance and authority to charitable organizations concerning the management and investment of funds held by those organizations. Provides additional protections for charities and also protects the interests of donors. Modernizes rules governing expenditures from endowment funds. Gives institutions ability to cope more easily with fluctuations in the value of the endowment. Updates provisions governing the release and modification of restrictions on charitable funds to permit more efficient management of these funds. (SD2)

RELATING TO ENVIRONMENTAL IMPACT STATEMENTS. Exempts from the purview of chapter 343, HRS, the environmental review law, primary actions that require a ministerial permit, that involve secondary actions relating to infrastructure development within public right-of-ways that have no significant effect on the environment. RELATING TO CONTRACTORS. Authorizes the contractors license board to suspend, revoke, or refuse to renew a contractor's license for employing a worker on a public work project who is ineligible under federal law to work in the United States. Effective 7/1/2075. (SD2)

RELATING TO REDUCED IGNITION PROPENSITY CIGARETTES. Delays implementation of the reduced ignition propensity cigarettes law to 09/30/2010. Authorizes the state fire council to expend moneys to cover the reduced ignition propensity cigarettes personnel and program costs. Effective 7/1/2050. (SD2)

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Authorizes a facility or regional health care system under the Hawaii health systems corporation to transition into a new legal entity; amends the maintenance of services requirements; requires Hawaii health systems corporation to assume liabilities and debts or other obligations accrued beginning on 07/01/1996; requires commercial health plans to provide a minimum reimbursement level; authorizes special negotiating authority for Hawaii health systems corporation with bargaining units; authorizes criminal history record checks. RELATING TO ESTABLISHING A COUNTY TRANSIT ORIENTED DEVELOPMENT INFRASTRUCTURE REVOLVING FUND. Creates the county infrastructure development revolving loan fund within department of budget and finance to provide no‑interest loans to the counties for the development, pre‑development, or construction of projects to expedite the building of transit-oriented affordable housing infrastructure development. RELATING TO LABOR. Certifies entities as exclusive representatives without an election where no other representatives are certified as the exclusive bargaining representatives. Requires immediate collective bargaining between parties once entities are certified as exclusive representatives. Makes it a violation for an employer to commit unfair or prohibited practices interfering with an employee's statutory rights or discriminating against an employee for exercising protected conduct, subject to a civil penalty of up to $20,000 per violation. Effective on approval. (SD2)

RELATING TO THE HAWAII TOURISM AUTHORITY. Broadens the scope of a "tourism emergency" to include a national or global economic crisis. Removes the duties relating to tourism research and statistics from the department of business, economic development, and tourism and adds those duties to the Hawaii tourism authority. RELATING TO THRILL CRAFT OPERATION. Authorizes government personnel conducting operations approved by DLNR to operate thrill crafts in non-designated areas. Authorizes film permit holders involved in film production operations approved by DLNR to operate thrill crafts in non‑designated areas, which sunsets on 6/30/2014. DLNR and the Hawaii film office shall submit annual reports on film production thrill craft use. (SD1)

RELATING TO PHYSICIAN ORDERS FOR LIFE SUSTAINING TREATMENT. Creates a process for a patient to direct end-of-life treatment in a standardized physician orders for life sustaining form. Effective 7/1/2050. (SD2)

RELATING TO MOBILE BILLBOARDS. Amends the restrictions on the use of mobile billboards. Exempts businesses using vehicles with advertising in the daily function of the advertised business. Clarifies what constitutes certain exempted vehicles. Effective 7/1/2075. (SD2)

RELATING TO THE PURCHASES OF HEALTH AND HUMAN SERVICES. Specifies that proposals for purchases of health and human services must be submitted by duly licensed providers, unless statutes do not require the business to be licensed to provide the service being bid on. Requires the proposal to be an amount not exceeding the contract amount to be expended by the State. Effective 7/1/2050. (SD2)

RELATING TO HAWAIIAN FISHPONDS. Prohibits the sale of public lands on which government-owned Hawaiian fishponds are located. Effective 1/1/90. (SD2)

RELATING TO HAZARDS. Authorizes the governor to designate state employees, when no emergency exists, to enter on private property to mitigate hazardous situations after giving the landowner notice and a reasonable opportunity to mitigate the hazardous situation without assistance of the State. RELATING TO RECYCLING. Establishes a television recycling program in the state as a new part in chapter 339D, HRS. Revises the provisions applicable to violations regarding electronic devices to incorporate the new part into chapter 339D. Amends the title of chapter 339D to "Electronic Waste and Television Recycling and Recovery Act". (SD1)
