Requires a procurement preference to a contractor in a public works construction contract of not less than $250,000 if the contractor is a party to an apprenticeship agreement registered with the department of labor and industrial relations at the time of general bidding. Requires a public works contractor to comply with state labor laws. (SD1)

RELATING TO ENERGY RESOURCES. Amends the law mandating solar water heater systems for single-family dwellings by clarifying its application to new dwellings and clarifying variance request procedures and authority. Effective 1/1/2050. (SD2)

PROPOSING AN AMENDMENT TO ARTICLE V, SECTION 6, OF THE HAWAII CONSTITUTION, TO CLARIFY THE GUBERNATORIAL APPOINTMENT PROCESS. Amends article V, section 6, of the state constitution to clarify the appointment process for department heads and members of boards and commissions by requiring the Governor to nominate successors within the time limits required by law. RELATING TO AFFORDABLE HOUSING. Directs the legislative reference bureau to review the state and county laws related to affordable housing, to identify strategies to strengthen Hawaii's housing laws. Requires report to the 2010 legislature. (SD1)

RELATING TO EFFECTIVE LEGISLATION. Creates commission on effective legislation within the office of the ombudsman and chaired by the ombudsman. Sets membership to include representatives from 6 executive departments, to be appointed by the senate president and house speaker; the counties; and University of Hawaii. Requires commission to examine existing laws within the Hawaii Revised Statutes referred by legislators, state and county agencies, and the public that may be obsolete, redundant, conflicting, or ambiguous. Requires ombudsman to report to legislature biennially. (SD1)
