RELATING TO HIGH OCCUPANCY VEHICLE LANES. Allows all motor vehicles, regardless of number of persons on board, to use high occupancy vehicle lanes or zipper lanes when one or more lanes of traffic have been shut down by law enforcement officers or emergency services personnel.

RELATING TO THE BOILER AND ELEVATOR SAFETY LAW. Permits the department to set re-inspection frequencies for renewal permits based on factors relevant to the safe operation of the equipment; clarifies that in addition to asking questions relating to an investigation, enforcement and inspection activities, that the department may also obtain relevant records; housekeeping amendments for spelling and clarification. RELATING TO PROCUREMENT. Requires all offerors and subcontractors for construction contracts subject to the state public procurement code, to maintain or participate in a bona fide, state-approved apprenticeship program at the time of general bidding for a period of not less than 6 months. RELATING TO CONSUMER PROTECTION. Prohibits the Office of Consumer Protection from making consumer complaints publicly available in cases where the complaint was resolved in favor of the business against which the complaint was filed.

RELATING TO MEDICAID. Requires the department of human services to award medicaid contracts to nonprofit insurance entities only. (HB1525 HD1)

RELATING TO TRANSIENT ACCOMMODATIONS TAX. Requires the DOTAX to coordinate with the Hawaii tourism authority and each county to identify property owners subject to the transient accommodations tax who operate transient vacation rentals and bed and breakfast establishments. Allows audits of these owners and other enforcement actions to ensure compliance with applicable laws relating to the transient accommodations tax. Requires the counties to share transient accommodations information with DOTAX. Requires DOTAX to provide annual reports, including providing information on the estimated amount of general excise tax and transient accommodations tax revenue that is uncollected due to the lack of county enforcement.
