RELATING TO ENERGY. Establishes specific performance standards and mandates the use of cool roofs on all new residential and commercial construction in Hawaii beginning in 2011. (SD1)

RELATING TO COUNTIES. Requires counties to accept or reject a public infrastructure dedication, under specified conditions, as part of an affordable housing project, or the infrastructure is deemed dedicated. (SD1)

RELATING TO ENERGY-EFFICIENT VEHICLES. Requires all newly purchased or leased light-duty vehicles to have fuel economy of at least 18 miles per gallon.

RELATING TO FIRE PROTECTION. Makes discretionary, rather than mandatory, fire inspections conducted by the county fire chiefs. Provides that frequency of inspections of buildings other than public schools shall be an unspecified number of years as deemed practicable or necessary rather than every 2 years. (SD1)

RELATING TO DEPARTMENT OF HEALTH CERTIFICATES. Repeals the requirement for a sanitation certificate to be issued for county business licenses for the operation of a lodging or tenement house, group home, group residence, group living arrangement, hotel, or boarding house. The City and County of Honolulu no longer requires business licenses for these facilities because of Act 35, Session Laws of Hawaii 2001, so the sanitation certificate is unnecessary for Oahu. The counties of Kauai, Maui, and Hawaii never required a sanitation certificate for these types of businesses.

RELATING TO AFFORDABLE HOUSING. Permits the department of Hawaiian home lands to assign or transfer county affordable housing credits. (SD1)

RELATING TO TRANSPORTATION. Provides that high occupancy vehicle lanes may be used by hybrid and other energy-efficient vehicles, regardless of the number of occupants.

· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
