RELATING TO RANDOM DRUG TESTING. Directs the department of human services to report to the legislature on costs and benefits of requiring random drug testing for recipients of benefits of public assistance programs.

RELATING TO HUMAN SERVICES. Creates and implements a silver alert program to be operated concurrently with the Maile Amber Alert program. (HB744 HD1)

RELATING TO PUBLIC ASSISTANCE. Amends section 346-1, Hawaii Revised Statutes, by adding definitions of "work eligible household" and "other work eligible household" and repealing the definition of "exempt household" to be consistent with recent changes in federal regulations. Also amends section 346-53(a), Hawaii Revised Statutes, to be consistent with the new definitions.

RELATING TO ASSISTANCE FOR AGED, BLIND, AND PERMANENTLY AND TOTALLY DISABLED PERSONS. Indicates that assistance for eligible aged, blind, and permanently and totally disabled persons is available up to the amount of any legislative appropriation not to exceed the current statutory sixty-two and one-half per cent of the standard of need.

RELATING TO GENERAL ASSISTANCE. Places a twelve-month limit on general assistance to households without minor dependents with appropriate exceptions.

RELATING TO FEDERAL FINANCIAL ASSISTANCE FOR INDEPENDENT LIVING SERVICES AND CENTERS. Repeals section 348-9, Hawaii Revised Statutes, that establishes the Statewide Council on Independent Living.

RELATING TO CONDOMINIUMS. Raises to $3,600 the maximum amount of the special assessment for delinquent monthly common assessments that can be charged against a person who purchases a condominium unit. Expands limitations on association liability for elderly unit owners aging in place to include handicapped and disabled persons.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.

RELATING TO NOTICE OF GUARDIANSHIP PROCEEDINGS. Amends section 560:5-113, Hawaii Revised Statutes, to provide that notice to parents shall not be required if the parents have been served in a proceeding under chapter 587, Hawaii Revised Statutes, and a permanent plan has been ordered by the Court.
