Establishes provisions for the leveraging of union financing for affordable housing projects.

Makes necessary housekeeping amendments to chapter 201H, Hawaii Revised Statutes; authorizes the imposition of service fees to recoup program administrative expenses.

RELATING TO HOUSING.

Enables the Hawaii housing finance and development corporation to more easily collect the value of shared appreciation equity and other restrictions when an affordable housing property is publicly sold through a foreclosure.  Requires written notification of intent to foreclose on properties encumbered by such priority liens.

RELATING TO AFFORDABLE HOUSING PROJECTS.

Appropriates $50,000,000 in general obligation bond funds for affordable housing projects.  Allows the appropriation to be used to match federal funds that may be appropriated under any federal fiscal stimulus legislation.

RELATING TO SUSTAINABLE AFFORDABLE HOUSING.

Requires a portion of housing units in residential developments constructed with state assistance, on land purchase or leased from the State and on land located in a community development district, to be sold pursuant to restrictions that ensure continued affordability over time.

RELATING TO AFFORDABLE HOUSING.

Requires counties to offer incentives for affordable housing development; requires counties to offer incentives for development of affordable rentals with units for tenants at or below median income levels, 40 percent of which units are for tenants with incomes 80 percent or below the median.

RELATING TO PUBLIC HOUSING.

Requires the Hawaii public housing authority to establish a minimum rent schedule.  Requires a minimum monthly rent of $250 for state public housing units and annual CPI adjustment of minimum rent.  Prohibits preferences for tenant selection.

RELATING TO MORTGAGE SERVICERS.

Provides for the licensing and regulation of mortgage servicers that service residential mortgage loans secured by real property located in the State of Hawaii.
