RELATING TO CHARTER SCHOOLS. Clarifies civil service status of employees at 2 conversion charter schools, Waialae and Lanikai elementary schools.

RELATING TO EDUCATION. Repeals language from Act 51, Session Laws of Hawaii 2004, that specifies that the act prevails over any conflicting language in the public employment collective bargaining law on resolving conflicts between collective bargaining agreements and administrative rules and between the public employment collective bargaining law and other sources of state or local law.

PROPOSING AN AMENDMENT TO ARTICLE X, SECTION 2, OF THE HAWAII CONSTITUTION RELATING TO EDUCATION. Allows the student member of the board of education to vote on all matters.

RELATING TO HEALTH. Requires the State to reject all Title V federal funding for mandated abstinence-only-until-marriage programs. (HB329 HD1)

RELATING TO COMPREHENSIVE SEXUALITY HEALTH EDUCATION. Requires any recipient of state funding specifically for sexuality health education programs to provide comprehensive medically accurate sexuality education. (HB330 HD1)

RELATING TO PUBLIC SCHOOL FACILITIES. Requires construction and renovation of public school facilities to meet the Collaborative for High Performance Schools standards. Requires replacement of old portable buildings with high performance classrooms. Also requires prioritization of public school facilities projects in accordance with certain criteria. (HB986 HD1)

RELATING TO EDUCATION. Provides parents of children with disabilities with additional flexibility in choices relating to education.

RELATING TO INCOME TAX CHECK-OFF. Increases the school-level minor repairs and maintenance and the libraries income tax check-off provisions from $2 to $5.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
