HOUSE CONCURRENT
RESOLUTION
requesting the hawaii state public library system to provide alternative library SERVICES for the residents of waikoloa and DETERMINE THE feasibility OF establishing a new public library in waikoloa.
WHEREAS, the public library is an integral learning center, meeting facility, and activity center for every community in Hawaii that has a public library; and
WHEREAS, there was an approximately forty-four per cent growth in the population of South Kohala between the 1990 and 2000 United States Census; and
WHEREAS, the most significant growth in the South Kohala area has been seen in Waikoloa Village the population of which, according to United States Census data, has grown approximately one hundred fourteen per cent between 1990 and 2000, with Waikoloa Elementary School showing an increase of twenty-three per cent in enrollment during that period; and
WHEREAS, the closest public library available to serve residents is the Waimea Public Library, eighteen miles from Waikoloa; and
WHEREAS, the State Library System once operated a bookmobile service for the communities of Waikoloa and Oceanview, but the service was discontinued in 2003; and
WHEREAS, the State Library System has not extended alternative services to Waikoloa but has extended alternative services to Oceanview by which the Pahala Public Library offers a library materials drop off and pick up at the Oceanview Community Center; and
WHEREAS, significant residential library services are an integral part of a community and the South Kohala Community Development Plan identified the absence of a public library as an unmet need; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the Senate concurring, that the Hawaii State Public Library System is requested to pursue the provision of alternative library services for the residents of Waikoloa and to work with the Waikoloa community to establish a new public library in Waikoloa; and
BE IT FURTHER RESOLVED that the Hawaii State Public Library System is requested to determine the feasibility of establishing a new public library in Waikoloa; and
BE IT FURTHER RESOLVED Hawaii State Public Library System is requested to submit a report on the extension of alternative services to Waikoloa and on the determination of the feasibility of establishing a new public library in Waikoloa, no later than twenty days prior to the convening of the Regular Session of 2011; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Education, the State Librarian, and the Chair of the Committee on Legislation, Public Charter Schools and Public Libraries.
