RELATING TO CAMPAIGN SPENDING.

Clarifies campaign spending law relating to electronic filing of reports; clarifies that "ordinary and customary" expenditures are allowable under campaign spending law; clarifies that the campaign spending commission shall not issue rules through the issuance of an advisory opinion; clarifies that in the case of a corporation or company using funds from its own treasury, there shall be no limit on contributions or expenditures to the corporation or company noncandidate committee; clarifies who is subject to administrative fines for violations relating to campaign contributions and expenditures; doubles the amount a candidate can transfer from campaign or surplus funds to a community or charitable organization.  (SB2004 SD1)

RELATING TO CRIME.

Enables prosecution of human trafficking under Hawaii law by creating new offense of sexual exploitation of a minor, amending existing kidnapping, extortion, and prostitution offenses, and including sexual exploitation of a minor in definition of racketeering.  Eliminates distinction between minors under 18 and minors under 16 for purposes of promoting prostitution.  Makes victims of sexual exploitation of a minor and promoting prostitution in the first degree eligible for crime victim compensation.  Eff. RELATING TO UNATTENDED CHILDREN IN MOTOR VEHICLES.

Makes it a violation of the statewide traffic code to leave a child unattended in a motor vehicle.  Effective on approval.  Requires the examiner of drivers to test driver's license applicants for knowledge of this offense.  Requires notice of law in rental cars.  Effective on 10/1/2008.  (SB2245 SD1)

RELATING TO HIGHER EDUCATION BOARD ALLOWANCE FOR FORMER FOSTER YOUTH.

Extends the timeframe in which a former foster youth may apply for a higher education board allowance.  Provides former foster youth who are between 22 and 26 years of age as of July 1, 2008, and who are already attending a higher education institution, the opportunity to apply for a higher education board allowance within a year.  Increases the maximum age for the benefit.  Sets a maximum benefit length of 60 months.  (SB2246 SD2)

Requires the University of Hawaii board of regents to publicly disclose in open meetings:  (1) compensation offered to newly hired employees; (2) changes in compensation offered to existing employees for administrative positions in the UH system filled by excluded employees; and (3) all budgetary expenditures made by the board of regents.  (SD2)

RELATING TO DIGITAL MEDIA.

Establishes an additional 5% tax credit for qualified production costs incurred by a qualified production in any county of the State; provided that the qualified production employs workers who are Hawaii residents, who are paid a minimum base rate of $200 per day (calculated on the industry standard ten-hour day, excluding overtime), who participate in on-the-job training, or complete a motion picture, digital media, or film production training course, and are certified as a trainee by the film industry branch of the department of business, economic development, and tourism; establishes a motion picture, digital media, or film production training course; appropriates funds.  (SB2273 SD2)

Establishes a working group to consider the feasibility of creating within the University of Hawaii college of engineering an institute of robotics or a related institute or program with consideration of the appropriate background science and technology fields, and application areas, on which an institute or other program will focus; requires report on its findings and recommendations to the 2010 legislature. Prohibits text messaging or e-mailing using electronic wireless communication device while driving; provides exemptions for authorized emergency vehicles, messages to report illegal activity or to summon help in an emergency situation, emergency alert messages, messages related to the operation of a motor vehicle or an accessory component, global positioning or navigation systems permanently affixed to the vehicle.  Provides that a violation occurs only if the driver is involved in an accident, and that the driver bears the burden of proving that the driver was not text messaging or e-mailing at the time of the accident (SD2)
