RELATING TO REAL ESTATE APPRAISALS. Prohibits financial institutions and mortgage brokers with an interest in a real estate transaction involving an appraisal from improperly influencing the reporting, result, or review of a real estate appraisal. (SD1)

RELATING TO PROCUREMENT. Requires that any determination of a procurement corrective action be complied with within 30 days or the governmental body's procurement officer shall be subject to an administrative fine; provides the administrator of the state procurement office to extend the 30 day time period; makes comptroller ex-officio nonvoting member of procurement board. RELATING TO PUBLIC CONTRACTS. Requires purchasing agencies, one day prior to the posting of public contract awards, to notify all offerors and affiliates of offerors of information regarding the award and basis for the award. (SD1)

RELATING TO MOTOR VEHICLE DRIVER'S LICENSE. Increases a driver's license from six to eight years; authorizes the examiner of drivers to issue a license for a shorter period if the licensee has a physical condition that may impair the ability to drive; allows the expired driver's license of a service member who is on active federal service and whose license expired while deployed outside the U.S. to remain valid for ninety days after return; applies to licenses issued after November 1, 2008. Creates a home and community based services care home and long-term care home facility repair and renovation loan guarantee office to administer a program to guarantee loans to owners of homes or facilities to be repaired or renovated. RELATING TO MEDICAL MARIJUANA. Increases the number of marijuana plants allowed for medical use by a patient with written certification to 14 plants. Creates the medical marijuana task force to discuss the value of constructing secure growing facilities for medical marijuana and study inter-island transport issues related to medical marijuana. PROPOSING AMENDMENTS TO THE HAWAII CONSTITUTION RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS. Proposes a constitutional amendment to authorize the State to issue special purpose revenue bonds to assist charter schools, not-for-profit corporations that support charter schools, and community development financial institutions that support charter schools. RELATING TO FRAUD PREVENTION. Requires notary public to place seal over a succinct phrase describing document being notarized and to separately record a description of the document. Authorizes attorney general to adopt rules to prevent fraudulent use of notarized documents.
