RELATING TO FIRES. Establishes the firewise Hawaii program in the department of land and natural resources to address the growing fire danger in wildland-urban interface areas. Creates the firewise Hawaii special fund. Makes an appropriation.

RELATING TO HISTORIC PRESERVATION. Requires a private or public owner of a historic building to provide archival quality black and white photographs of the building to the department of land and natural resources, as a condition of receiving a permit or approval to demolish, construct, or otherwise alter that building.

RELATING TO THE HAWAII CAPITAL CULTURAL HERITAGE AREA. Codifies the designation of the Nu‘uanu ahupua‘a area in Honolulu respectively between Kalihi and Piikoi streets, and Pali lookout and the Pacific ocean as the Hawaii capital cultural heritage area. Appropriates funds for the arts and culture development branch of the department of business, tourism, and economic development, to plan and implement programs and projects that recognize, preserve, stimulate, and celebrate the significance of the Hawaii capital cultural heritage area.

RELATING TO THE UNIVERSITY OF HAWAII. Establishes school within the community colleges of the University of Hawaii to certify crafts persons and subcontractors.
