RELATING TO AN AUDIT OF THE HAWAII DISABILITY RIGHTS CENTER. Requires the auditor to perform a financial and management audit of the Hawaii Disability Rights Center.

RELATING TO ADULT RESIDENTIAL CARE HOMES. Clarifies licensure requirements for adult residential care homes.

RELATING TO HOME CARE AGENCIES. Requires home care agencies to be licensed by the Department of Health. Appropriates funds.

RELATING TO LONG-TERM CARE. Allows persons eligible to receive Medicaid funds for care at nursing home facilities to remain at home and receive home and community-based long-term care.

RELATING TO RENTAL ASSISTANCE. Provides qualified rental assistance applicants up to six months to find a qualified rental dwelling.

RELATING TO KUKUI GARDENS. Appropriates $26,000,000 in general obligation bonds to finalize the sale of the Kukui Gardens housing project.

RELATING TO LONG TERM CARE. Establishes a long term care commission to research what resources are necessary to meet state long term care public policy goals and to recommend a program and funding mechanism that can provide these services. Appropriates funds. Sunsets on 12/01/10.

RELATING TO DOMESTIC VIOLENCE. Provides protections for domestic violence victims in rental housing.

RELATING TO PROSTITUTION. Requires the department of human services to contract the services of a health and human services provider to establish a pilot prostitution prevention education and diversion program.

RELATING TO UNATTENDED CHILDREN IN MOTOR VEHICLES. Makes it a violation of the statewide traffic code to leave a child unattended in a motor vehicle. Effective on approval. Requires the examiner of drivers to test driver's license applicants for knowledge of this offense. Requires notice of law in rental cars. Effective on 10/1/2008.

RELATING TO YOUTH PROGRAMS. Makes appropriation for the Palolo at-risk youth outreach program.

When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
· By Email: Testimony may be emailed if less than 5 pages in length, to the Legislature's Public Access Room at testimony@capitol.hawaii.gov. Please indicate to which committee the testimony is being submitted and the date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.
