RELATING TO EDUCATION. Requires the department of education, in collaboration with the department of health, to provide accurate information on human papillomavirus, the link between human papillomavirus infection and cervical cancer, and the availability of human papillomavirus immunizations to parents of female sixth graders in public schools. Appropriations.

RELATING TO PHYSICAL EDUCATION. Requires physical education as a mandatory component of the public school education curriculum.

RELATING TO STUDENT HEALTH. Requires each student to have a vision evaluation done by an ophthalmologist, physician, optometrist, physician assistant, or advanced practice registered nurse 6 months before entering the beginning grade of any school in the State, at parents' cost. Gives parents right to refuse examination.

RELATING TO SUBSTANCE ABUSE. Appropriates funds for school-based substance abuse programs and for therapeutic living programs.

RELATING TO HEALTH CARE IN RURAL COMMUNITIES. Requires all graduates from the University of Hawaii school of medicine who have completed residency and are licensed to practice medicine to work 2 years in a rural community in the State. Imposes penalty for noncompliance. Requires board of medical examiners to adopt rules.

RELATING TO THE CANCER RESEARCH SPECIAL FUND. Increases the sources of revenue available to support the Cancer Research Center of Hawaii. Allows moneys in cancer research special fund to be used for capital expenditures.

RELATING TO NURSING. Allows a master's degree candidate in a nursing program who has completed the pre-licensure component of the program to apply for a license by examination to practice as a registered nurse.

RELATING TO THE UNIVERSITY OF HAWAII SYSTEM. Establishes a student loan forgiveness program to provide health care to underserved areas of the State.

RELATING TO SCHOOL MEALS. Requires the Department of Health, in collaboration with the Department of Agriculture, Department of Education, and Hawaii School Food Service, to develop nutritionally-sound public school menu plans that give students the option of a vegetarian school lunch meal.

RELATING TO HEALTH. Creates the Alzheimer's advisory task force to study the feasibility of establishing an Alzheimer's research center in Hawaii under the University of Hawaii John A. Burns school of medicine. Report to legislature.

MAKING APPROPRIATIONS AND AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND REVENUE BONDS FOR COCONUT ISLAND IMPROVEMENTS. Authorizes the issuance of general obligation bonds and make an appropriation for improvements to coconut island facilities of the Hawaii institute of marine biology; authorizes the issuance of revenue bonds by the UH for the same purpose.

MAKING AN APPROPRIATION TO THE UNIVERSITY OF HAWAII FOR PEACE EDUCATION. Appropriates funds for the Spark M. Matsunaga Institute for Peace at the University of Hawaii for the hiring of a director; administrative, professional, and technical staff; and an assistant professor. Also appropriates funds for research and an international conference.

RELATING TO THE UNIVERSITY OF HAWAII. Authorizes the transfer of all University funds with the exception of general funds, into the University of Hawaii Commercial Enterprise Revolving Fund.

RELATING TO COMPTROLLER SUPERVISION OF ACCOUNTS Allow the University of Hawaii to preaudit all proposed payments of $10,000 or more.

RELATING TO THE UNIVERSITY OF HAWAII. Requires at least 90 per cent of revenues from University of Hawaii post-season athletic appearances to be allocated to the UH athletics program.
