RELATING TO DRIVER LICENSES. Permits the examiner of drivers to waive the test of knowledge of the rules of the road for applicants holding a valid driver's license from another state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, Guam, a province of the Dominion of Canada, the Commonwealth of the Northern Mariana Islands, Federated States of Micronesia, Republic of the Marshall Islands, Republic of Palau, or any of the federal government's political subdivisions, territories, or commonwealths. RELATING TO PROFESSIONS. Repeals sunset provisions for chapter 453D, Hawaii Revised Statutes, relating to mental health counselors, to be effective upon approval.

RELATING TO PHOTOVOLTAIC SYSTEMS FOR PAY AS YOU SAVE. Expands the successful "Pay As You Save" solar water heater program to photovoltaic systems that convert sunshine into electricity, allowing users to pay each month through their electricity bill. (SD1)

RELATING TO RENEWABLE ENERGY. Increases the renewable portfolio standard percentage to 30 per cent of net electricity sales by 2020. (SD1)

RELATING TO HOUSEHOLD ENERGY DEMAND. Allows for the use of clotheslines on any privately owned single-family residential dwelling regardless of a contrary provision in any instrument or contract. Allows for restrictions. (SD1)

RELATING TO THE UNIFORM LAND SALES PRACTICES ACT. Exempts offers or dispositions of interests in time share plans from the Uniform Land Sales Practices Act.

· By Email: Testimony may be emailed if less than 5 pages in length, to testimony@capitol.hawaii.gov. Please indicate to which committee the testimony is being submitted and the date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.
