Madam:

 

     Your Committee on Human Services and Public Housing, to which was referred S.C.R. No. 61 entitled:

 

"SENATE CONCURRENT RESOLUTION URGING THE HAWAII PUBLIC HOUSING AUTHORITY TO ISSUE A REQUEST FOR PROPOSALS TO FORM A PUBLIC/PRIVATE PARTNERSHIP TO RENOVATE THE STATE'S PUBLIC HOUSING INVENTORY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to urge the Hawaii Public Housing Authority to issue a request for proposals to form public/private partnerships for the purpose of reconstructing, renovating, and repairing the Authority's inventory of public housing projects.

 

     Testimony in support of this measure was submitted by the Office of Hawaiian Affairs.  Comments on the measure were submitted by the Hawaii Public Housing Authority. 

 

     Your Committee finds that the repair and renovation of existing public housing will require financial resources beyond the State's capacity, and that financial resources from the private sector could be leveraged in creative ways to help to bridge the funding gaps. 

 

     As affirmed by the record of votes of the members of your Committee on Human Services and Public Housing that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 61 and recommends its adoption.
