Madam:

 

     Your Committee on Education, to which was referred S.C.R. No. 158 entitled:

 

"SENATE CONCURRENT RESOLUTION REQUESTING THAT THE UNIVERSITY OF HAWAII SCHOOL OF SOCIAL WORK DEDICATE ITS SCHOOL IN HONOR OF MYRON "PINKY" THOMPSON, BY CHANGING ITS NAME TO "THE MYRON THOMPSON SCHOOL OF SOCIAL WORK","

 

begs leave to report as follows:

 

     The purpose of this measure is to request that the University of Hawaii School of Social Work dedicate its school in honor of Myron "Pinky" Thompson and change its name to "The Myron Thompson School of Social Work."

 

     Your Committee held a public hearing on a proposed S.D. 1, which requests the Department of Education to pursue a financing agreement for the construction of the new Kihei High School on Maui and to consider a design-build approach for the school.

 

     Testimony in support of the proposed S.D. 1 was submitted by the Department of Education and one individual.

 

     Your Committee finds that the community of Kihei on the island of Maui supports a rapidly growing population; however, it lacks a public high school to serve its students.  Recently, the Legislature appropriated funds for the construction of a new Kihei High School which is estimated to cost in excess of $100,000,000.  To mitigate the high costs to the State, in light of the lack of funds to serve all of the needs of the State, alternative methods for funding the new Kihei High School must be explored and utilized.  This measure, as amended, requests the Department of Education to use the design-build approach for the school as well as pursue a financing agreement for its construction.  Your Committee determines that exploration of these alternatives will contribute to the fiscal responsibility of state resources and funds.

 

     Accordingly, your Committee has amended this measure by deleting its contents and replacing it with language that requests the Department of Education to pursue a financing agreement for the construction of the new Kihei High School on Maui and to consider a design-build approach for the school, including changing the measure's title, and providing supporting facts therefor.

 

     As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 158, as amended herein, and recommends its adoption in the form attached hereto as S.C.R. No. 158, S.D. 1.
